Nigeria Ranked Second Most Terrorized and Attacked Country in the World

OUTRAGE, Friday, greeted the ranking of Nigeria as the second most terrorized and attacked country in the world after Iraq by the global Terrorism Research/ Analysis Organisation.

Groups and eminent Nigerians, who spoke on the ranking lamented the dangerous bent insecurity has taken and tasked the government on decisive action.

Those who spoke include the Afenifere; Ohanaeze Ndigbo; Middle Belt Forum, MBF; Pan NigerDelta Forum, PANDEF, Arewa Consultative Forum, ACF; the Labour Party, LP; and Chief Akin Osuntokun.

Commenting on the ranking, former National Publicity Secretary of the Arewa Consultative Forum, Mr Anthony N.Z Sani, said: “I do not have the facts to make informed comments on the rating of Nigeria as the second most terrorized nation in the world. All I can say is that the government should note the reports and double down its efforts in order to put a permanent end to insecurity posed by terrorist across the country.”

It’s a vote of no confidence on Buhari’s govt – Afenifere

In its reaction, the pan Yoruba Socio-political organisation, Afenifere, said the ranking shows a vote of no confidence on the President Muhammaadu Buhari administration.

Afenifere’s National Publicity Secretary, Mr Jare Ajayi, said: “It’s a dangerous thing if on the negative side, Nigeria is ranked in the whole world after Iraq. As we all know, Iraq just went through a devasting war immediately after the removal of Saddam Hussein but Nigeria did not go through such.

“For that, there is no basis whatsoever why Nigeria should be in this kind of situation.

It is a negative mark on the Buhari government, which has been on in the last seven years and a vote of no confidence on his administration.

“This is what Afenifere has been saying and we have been consistent on it. We are not comfortable with it and it is a pity that the global terrorism index has ranked us on the negative side. It is sad.”

 Ranking’s testament of APC’s failure – LP

National Chairman of the Labour Party, LP, Comrade Julius Abure,and National Publicity Secretary of the party, Comrade Abayomi Oluwafemi, said the ranking was in tandem with the parlous insecurity situation in the country.

Abure said securing lives and property of the citizenry is the basic minimum duty of any government and any government that cannot provide security should not exist.

The Labour Party added that Nigeria’s position as the second most terrorized nation on earth is a clear testimony of the failure of the President Buhari-led All Progressives Congress, APC administration.

National Publicity Secretary of the party, Comrade Abayomi Oluwafemi, said: “This ignoble position we have found ourselves is a clear testimony of the failure which the APC administration has been on all fronts over the last seven years.

“It is not surprising because this is the same country where bandits over ran our foremost military officers training institution, the Nigerian Defence Academy.

“Is it not in this same country under the watch of the APC that bandits attacked the convoy of a sitting President? Is this not the same country where terrorists are killing, raping and maiming defenceless  citizens?

“What about the killing of innocent worshipers at the Church in Owo? the APC is a total failure.

“That is why we appeal to Nigerians to make a better choice when voting in 2023, they can chose wisely by voting for the Obi/ Datti ticker and the Labour Party to change the narrative.”

It’s a reflection of happenings in the country – MBF 

The National Presidet of the Middle Belt Forum, MBF, Dr. Bitrus Pogu, said the classification of Nigeria as the second most terrorised country in the world was  absolutely correct because it was based on happenings in the country.

Dr. Poge who spoke to to Vanguard in Makurdi, said: “I believe that they used available data to arrive at that classification. There are a lot of things happening in this country that are not reported especially in the North West. The level at which the indigenous Hausa are being attacked and wiped out is unprecedented.

“You know that in our case (Middle Belt) we have an organised system and it has worked in our favour, we have been able to make noise in some cases. But in their own case much of it is not reported. But the international community has quite some data, and it is based on that that they must have arrived at the conclusion that we are the second most terrorised country in the world.

“So it is now left to our government that whatever they are hiding, whatever they didn’t want the international community to know, is now known; and they should do the needful.

“They should put their acts together because in the long run what they are trying to cover up will come to the open; and it has started coming to the open. We pray that they change what is being done.

“I mean when Governor Samuel Ortom said that government forces are protecting terrorists and now the Federal Government is saying they should give evidence as to who revealed it to him; it is all a cover up. As far as we know Nigeria is so terrorised, you and I don’t feel safe moving on the road. We move praying that we do not fall prey to bandits.

“So that classification is correct as far as I’m concerned. And we need to do things right, so that we don’t continue to live in fools’ paradise and continue pretending that all is well while everything is not well.”

Revelation’s not surprising – Osuntokun

On his part, Chief Akin Osuntokun, former spokesman to former  President Olusegun Obasanjo, said:  “No honest observer of Nigeria can claim to find this revelation surprising. We live the daily realty of the report. But wait for the response of the presidency and the alternate reality they will concoct and you will understand why Nigeria is the way it is.

“Look, who feels it knows it. I went for the burial ceremony of the mother of my boss Nduka Obaigbena, two weeks ago in Agbor, Delta State. What pained me most was I couldn’t go by road. “Given the reality of contemporary Nigeria, it would have been insane of me to even float the idea for discussion.

You remember what the governor of kaduna state said on the security status of Nigeria. He said the government knows where these bandits are holed up and couldn’t understand why his principal, President Muhammadu Buhari was pussy footing around. He thereafter threatened to invite foreign mercenaries to come and fill the vacuum created by the incapacity of this government.

Two days ago, the Governor of Zamfara state, Mutawallen, stated he had ordered 7000 guns for the citizens to protect themselves since the government has become powerless to do anything about the security situation.”

Ranking appalling, frightening but stark reality – PANDEF

The Pan-Niger Delta Forum, PANDEF, led by the South South leader, Chief Edwin Clark described the Global Terrorism Research/Analysis Organization ranking  Nigeria as the  2nd Most Terrorized/ Attacked Country After Iraq as the stark reality.

According to PANDEF, though the ranking is appalling and quite frightening the truth must be told considering how unsafe Nigeria is following the incessant attacks and kidnapping by terrorists, massive killing and wanton destruction of property.

Speaking with Vanguard,  National Publicity Secretary of PANDEF,  Mr.  Ken Robinson said: “The ranking of Nigeria as the second most terrorized/attacked country, coming after Iraq, and ahead of countries like Afghanistan, Somalia, Yemen, Syria, etcetera, is appalling and quite frightening, but that’s the stark reality.

“The state of insecurity is dreadful and it’s worsening by the day; innocent Nigerians are being killed daily virtually in all parts of the country by violent extremist groups and criminal gangs. It is either audacious terrorist bandits and marauding killer expansionists in some parts of the country or vicious kidnappers, unknown gunmen and sea pirates in the other parts. Suffice it to say that the country is under an existential threat.

“Unfortunately, the Police, as well as the military and other security agencies, appear to have been overwhelmed, and the situation has been exacerbated by the equivocations of the government, with reports of official complicity and even outright sabotage.

“We can only hope that the next administration would be pragmatic and decisive in dealing with the security situation.”

How to fight insecurity – ADF

Also reacting, Igbo elite body, Alaigbo Development Foundation, ADF, through its Spokesman, Chief Abia Onyike, said: “It is not the yearly increases in security budgets that would defeat insecurity and terrorism in Nigeria.

The defeat of these monsters would come from a radical socio-economic transformation that would guarantee mass employment opportunities, improved educational opportunities  for the citizens and a drastic national mental reformation which should place less emphasis on religious indoctrination and ethnic chauvinism.

“If these measures are not introduced and followed, no amount of ammarment build-up can eradicate the crisis of terrorism, violence and banditry in Nigeria.”

“The  culture of extremism,  seperatism, violence and terrorism are man-made.They reflect the internal struggles between rival factions of the ruling class and  diverse regional forces for  political  control and hegemony. These struggles undermine patriotic commitment to nation-building.

“Unless the various ethnic and religious dichotomies are compelled to close ranks for genuine patriotism and nation-building, there can be no end to terrorism in Nigeria.”

Why insecurity is worsening in Nigeria – Ohanaeze

Agreeing with the ranking, the  Ohanaeze Ndigbo declared that insecurity in Nigeria would persist as long as the wrong approach is deployed to tackle it.

Ohanaeze specifically said insecurity would remain as long as the appointment of security chiefs are based on nepotism rather than on merit.

In a statement the National Publicity Secretary, Dr. Alex Ogbonnia, Ohanaeze Ndigbo said: “The insecurity in Nigeria will remain unabated so long as the wrong approach to its solution persists. In the first place, Ohanaeze Ndigbo Worldwide has raised alarm that the lopsidedness in the appointment of service chiefs in Nigeria has greatly antagonised merit.

“Ohanaeze has questioned the rationale behind the alienation of several brilliant brave military officers from the South East of Nigeria on account of nepotism. We argued that the expected morale and integrity in the armed forces will be jaundiced if ethnocentrism is elevated as a state policy among the rank and file of the army.

“The current insecurity catastrophe is the outcome of poor policy options.

“Secondly, the federal government is highly insincere in the fight against terrorism in Nigeria. It is very curious that the members of  Boko Harram are treated with kid gloves even when they kill, maim and displace  their victims. In other words, the Nigerian government lives in denial.

“Third, the gestapo style and precision with which terrorists overwhelmed the security operatives and picked the members of Boko Haram at the Kuje Correctional Centre leaves much questions than answers

“In sum, we do not really believe that any country is higher than Nigeria on insecurity, rather insecurity in Nigeria is underrepresented.

“This is because, while the insecurity in some other countries such as Syria and Iraq are one directional, the sources of insecurity in Nigeria are multifaceted. They include Boko Haram, Fulani herdsmen, unknown gun men, banditry, kidnappings, cultism, corruption, fetishism, night marauders and hoodlums, etc.

“Based on the above backdrop, no Nigerian is sure of the next day. It is very painful that Nigeria has degenerated so low”.

PDP Accuses Shettima of Sabotaging Jonathan’s Effort to Curb Boko Haram and to Rescue Chibok Girls

Opposition Peoples Democratic Party (PDP) has accused Kashim Shettima; former Borno State governor and the vice presidential candidate of the ruling All Progressives Congress (APC) of sabotaging former President, Goodluck Jonathan’s efforts to curb the Boko Haram in Borno, which led to the infamous abduction of over 270 Chibok schoolgirls in 2014.

The PDP spokesperson, Debo Ologunagba, stated this in his reaction to the reported meeting between the APC presidential candidate, Bola Tinubu, and his running mate, Shettima with former President Jonathan in Abuja.

Ologunagba knocked the APC candidates in a statement released on the official Facebook page of the the PDP on Thursday.

He wrote, “Nigerians are scandalised over the disgraceful and hypocritical attempt by the Presidential Candidate of the All Progressives Congress (APC), Bola Tinubu and other APC leaders to distance themselves from President Muhammadu Buhari over the abysmal failure of the Buhari-led administration in which they are principal actors.

In a desperate design to whitewash their battered public image, identifying with the obvious successes of the PDP and in an attempt to posture as statesmen, the APC Presidential Candidate, his running mate, Sen. Kashim Shettima and other APC leaders shamelessly orchestrated a photo opportunity with the distinguished and successful former President Goodluck Jonathan of the PDP.

This is a patriotic Nigerian leader whose PDP-led purposeful and successful government the APC leaders viciously harassed, constantly insulted, labelled, sabotaged and discredited for their selfish power-grabbing enterprise.

“Nigerians have not forgotten how Asiwaju Tinubu callously vilified and pilloried Dr. Jonathan, spewed hate against his administration and reportedly funded a near riotous protest which was inflamed by concocted economic lies, propaganda and false statistics to discredit the Jonathan-led PDP administration.

“Nigerians can equally recall how Sen. Shettima as governor of Borno State sabotaged and frustrated the Jonathan’s administration in its effort to curb insecurity in Borno State Records still have it on how the APC Vice Presidential candidate as governor of Borno State failed to act on a security report and directive to close schools in remote parts of Borno State and relocate students to the more secure capital of Maiduguri to write their GCE examinations; thus creating the opening for the cruel abduction of school girls in Chibok, Borno State.

Nigerian will also note how the then Governor Shettima abdicated his duty as chief security officer and reportedly withheld vital security information in preference to non-state actors including terrorist elements, thereby frustrating the timely rescue of the abducted Chibok girls.

“It can also be recalled that after the infamous abduction, the principal of the school was subsequently appointed as a commissioner in Borno State by the then Governor Shettima; a development many considered as a compensation for her alleged role in the abduction.

“It is therefore ironic that these same APC leaders who also spent the last seven years insulting and harassing Dr. Jonathan now shamelessly arranged a visit and photo opportunity in an attempt to launder their image and hoodwink Nigerians from the atrocities and monumental evil they brought to our country.

It is indeed provocative that after turning our nation into a vast killing field by emboldening terrorist elements to massacre our citizens; wrecking our once robust economy, elevating corruption to an official state policy and turning our nation into the poverty capital of the world, APC leaders are seeking to beguile Nigerians again.

We are aware that these APC leaders have lined up several illusory antics to mislead Nigerians ahead of the 2023 general elections, but they must know that Nigerians have moved on and cannot be swayed by propaganda, lies, false promises and photo ops with successful individuals.

What is expected of APC leaders at this moment is to apologize unreservedly to Dr. Jonathan, the PDP and Nigerians for the life-discounting situation they have foisted on our nation in the last seven years.

“After that they should quietly quit the stage, take valedictory pictures with terrorists, political thugs and election riggers since they cannot have any space among well-meaning Nigerians.”

RE: HOST COMMUNITIES OF ANAMBRA STATE PRODUCING OIL AND GAS

The attention of Anambra State Government has been drawn to the activities of some group of persons operating under the name of Host Communities of Anambra State, Coordinators of oil Producing communities in Anambra State who are embarking on State wide campaign, registering communities and local governments in Anambra State into committees and sub-committees for the purpose of collection and/or payment of 3% of money from oil companies or as part of the 13% derivation fund to the State.

According to an official statement signed by Barrister Tony Ikechukwu Ifeanya, Anambra State Commissioner for Petroleum and Mineral Resources, the Petroleum Industry Act (PIA) 2021(Chapter 3) clearly states that host communities are those towns on whose soil or land the oil companies are operating their business and not Anambra State or any State as a whole.
“He went on to clarify that “The only towns in Anambra State that can qualify as Host Communities are: (i) Enugwu-Otu Aguleri (ii) Eziagulu Otu and (iii) Mkpunando Aguleri communities in Anambra East Local Government Area of Anambra State where Orient Petroleum Resources is operating in OPL 915 and 916, Anaku, Omor and Umerum in Ayamelum Local Government Area where Orient Petroleum Resources (OPR) is also operating. Other towns are Ogwuikpele and Ogwuaniocha in Ogbaru Local Government Area of Anambra State where Sterling Energy & Oil Production Company (SEEPCO) are presently operating in OML 143. Sahara Oil is also presently carrying out Seismic acquisition in their OPL 228 and may soon start production having done with their seismic acquisition operations.”
Only “these towns and communities in Anambra State are to get 3% of the operating companies’ expenditure for the preceding year for their social infrastructural development, see S.240 (2) of the Petroleum Industry Act (PIA) 2021 which stipulates that “Each settlor, where applicable through the operator, shall make an annual contribution to the applicable host communities development trust fund of an amount equal to 3% of its actual annual operating expenditure of the preceding financial year in the upstream petroleum operations affecting the host communities for which the applicable host communities development trust fund was established”

The State Government therefore warns any person or persons or group campaigning and registering communities and Local Governments into Committees for the purpose of collection and or payment of 3% from oil companies being 13%derivation fund to be guided accordingly. The State Government is not part of this exercise and members of the affected communities must be careful to avoid being scammed.

Charles Chukwuemeka Oputa popularly known as CharlyBoy, has said he will organise the biggest rally ever for the Labour Party (LP) presidential candidate, Peter Obi.

Peter Obi : Diasporans To Raise N100B To Fund Campaign

In a bid to bolster his chances in the 2023 presidential election, which holds 178 days from now, Nigerians in the Diaspora have formed groups of committees to launch crowdfunding initiatives for the presidential candidate of the Labour Party (LP), Mr. Peter Obi.

They plan to unveil in the coming days a crowdfunding portal with a target to raise $150 million from Obi’s supporters in the diaspora and N100 billion from those in Nigeria.

A dependable source close to one of Obi’s supporters leading the process, said yesterday they are targeting small amount in contributions to be gathered from supporters largely from the grassroots to help the LP set up more structures across the country and make the former Anambra State governor a formidable contender in the presidential race. The initiative is being driven by young enthusiastic Nigerians in the tech sector who are making waves and yearning for new leadership at the helm of affairs in the country. Some of whom have only recently come of voting age. “They are organising themselves into small committees and groups to contribute small amounts in a major effort to help Obi’s Campaign establish structure and presence around the country. Interestingly while some of their parents are either supporters of PDP or APC, they are rooting for Peter Obi,” a source involved in the discussion disclosed to THISDAY yesterday night.

The campaigns for the presidential election, which holds February 25, 2023, will officially commence on September 28, 2022.

Unlike 2019, when the race was essentially between All Progressives Congress (APC) and Peoples Democratic Party (PDP), LP has become a major factor in the coming presidential poll.

Obi, who was in California, yesterday, is currently on a foreign tour to meet to his supporters in Canada, Germany, London, Rome, and the United States, where it is expected he would raise a substantial amount of the funds needed for the election.

“With that amount of cash, he would be able to build structures for Labour Party across the country and become a formidable opponent in the 2023 election and a threat to other candidates,” the source said.

Crowdfunding, particularly online, speaks to much wider groups than a party’s usual support base, while minimising time and effort for both the party and donors. It also has the potential to enhance a sense of community between the party and its base.

People without large amounts of wealth are seldom asked to support political parties financially. But with the advent of crowdfunding, this has changed and supporters with relatively low financial strength are now seen as a huge resource for most parties, according to a report by Sweden-based International Institute for Democracy and Electoral Assistance (IDEA).

However, as with political party funding, generally, political parties that engage in crowdfunding have to take the legal framework into account.

Most countries have regulations for donations and related privacy and transparency issues. In many countries, parties are only required to report donations above a certain threshold, to encourage smaller donations, while allowing the monitoring of potentially risky larger donations in order to prevent money laundering, terrorism financing, as well as other illegal financial transactions. The funds are also subjected to taxation.

“The automated nature of crowdfunding can allow donors to divide donations into smaller amounts more easily, thus circumventing the reporting obligations that apply to donors (although this only applies to some countries),” the IDEA report stated.

The Labour Party presidential candidate also yesterday, said Nigerians in the diaspora could be effectively mobilised as true assets for the rapid development of the country, adding that the Nigerian diaspora can play a major role in helping the country transform its education sector.

Obi, in a series of Tweets from California, United States, where he attended a forum with the theme, “The Role of the Nigerian Diaspora in Civic Leadership in Nigeria,” noted that the diaspora community could help Nigeria set up and administer endowment funds in the Nigerian universities.

He said endowments could also be used to provide support for students to go on exchange programmes that add value to their skills and motivation as well as support faculty research as well as research and development (R&D), in general.

“Recently, Dr. Phillip Ozuah took a catalytic lead by donating $1 million to University of Ibadan,” he added.

Obi wrote, “Nigeria diaspora remittances now augment and support education, promote entrepreneurship, and stimulate businesses and investments in healthcare, in addition to foreign remittances. Nigerians in the diaspora constitute the first line of representation and the first line of defense.

“They have been flying the national flag high, in contributing their quota towards the development of the country across various sectors.

“Diaspora remittances now outstrip foreign direct investment for most low and middle-income countries, Nigeria included. In most cases, such remittances now constitute three times the volume of Official Development Assistance (ODA) received.”

According to the LP candidate, beyond their renowned role of sending foreign remittances back home, the diaspora are increasingly critical in advancing technology and skill transfer, strengthening democracy, opening up global supply chains, trade and foreign direct investment, education and research, as well as healthcare.

Obi also stated, “Diaspora communities constitute an integral part and, indeed, a critical mass of the development trajectory of their respective home countries. In that context, diaspora communities are increasingly part of the foreign relations architecture. They now serve as informal ambassadors and help with in advancing development in their home countries.”

Obi urged Nigerians in the diaspora not to despair or become weary in contributing their quota towards nation-building, despite the present state of insecurity in the country and parlous economy.

He pledged that his administration, if elected, would have zero tolerance for corruption and cut cost of governance.

According to him, “Our total commitment to transparency and accountability in government business is the only credible way to achieve limited to zero corruption.

“Africa will remain the centrepiece of our foreign policy. We will improve Nigeria’s diplomatic sphere of influence via peacekeeping, trade, and investment initiatives. We will pursue aggressively modalities for raising the national Internet penetration, as well as increase contribution of ICT to overall economic growth to aid national development.

“We intend to lay special emphasis on critical infrastructure, especially power, to ensure a clear measurable increase of 200 per cent of today’s generation, transmission and distribution within the shortest time possible through public private partnership.

“We will pursue intangible assets of good governance, rule of law, security of lives and properties, through an aggressive increase in personnel and equipment and inclusive training of operatives in our security agencies.

“We will emphasise patriotism, national interest, and national morale, quality of government, political will and character, which are all complimentary to the other assets. We will ensure that we have these assets in place and stress asset optimisation.

“Thinking through 2023 and beyond, we must think seriously about a leadership that is imbued with competence, capacity, credibility and commitment. The 4 Cs will be required to turn Nigeria around. Patriotism cannot be imposed; just like respect, it must be earned through dedication, responsiveness, active engagement, orientation, and prioritising of Nigerians in diaspora. The ripple effect will be rapid and will rub off positively on the country’s economy.”

Obi told his audience that they had the network and numbers to negotiate the priorities of the government, especially during the election period.

He stated, “You should be able to place pressing issues on the agenda of the candidates and, subsequently, on the front burners for new government that will be formed.

“Besides voting, a citizen’s most coveted role is holding an elected government accountable. With your education, exposure and understanding of government responsibilities in your host country, and collective leverage, in the New Nigeria we seek, we must think out of the box and at times, disruptively. As government and as Nigerians in diaspora, we must henceforth contemplate those global best practices that will confer comparative advantage on us, and replicate known successes that can move Nigeria from consumption to production.

“Nigerians in the diaspora, when effectively engaged, can act as important ‘trade ambassadors’ and ‘negotiators’ for the country, especially at the level of attracting small-scale boutique businesses. No country thrives economically merely by exporting its raw materials and importing virtually everything. Such a disposition weakens our economic base and employment capabilities.

“Opportunities also abound for proactive collaboration between the diaspora community and the federal and state governments in expanding healthcare delivery; improving the quality of our healthcare system as well as ensuring skill transfers to locally-based practitioners.”

Court Nullifies 20bn Awarded to Sunday Igboho Against DSS

An Ibadan Division of the Court of Appeal has nullified the N20 billion exemplary and aggravated damages awarded against the Department of State Services (DSS), to Yoruba Nation agitator, Sunday Adeyemo, popularly known as Sunday Igboho.

Presiding Judge, Justice Muslim Hassan also set aside the Judgement that declared the attack on Igboho’s house illegal adding that the award for damages against the DSS was outrageous.

Justice Hassan in his judgment, held that the Oyo State High Court overlooked the grounds for the case in acquiring jurisdiction on the matter, adding that the judge should not have awarded damages based on his personal parameters.

Recall that Justice Ladiran Akintola of the Oyo State High Court in September 2021 described the attack by the DSS on the residence of Sunday Igboho in Ibadan as illegal.

Justice Akintola described DSS’ action as “arbitrary aggression and prejudices” against Igboho and ordered DSS to pay N20 billion to Igboho as exemplary and aggravated damages.
