Fire On: Ooni Of Ife Told Moghalu
Young Progressive Party Presidential candidate, Professor Kingsley Moghalu, received high commendation from the Ooni of Ife, His Royal Majesty Oba Adeyeye Enitan Ogunwusi, during his visit to the King’s palace.

The Ooni, who described Moghalu as “young and vibrant”, stated his strong admiration and support for the presidential candidate.
The monarch lauded the YPP presidential candidate for his “conviction, passion and courage” in running for president.
Moghalu, a former deputy central bank president, represents a new wave of young politicians seeking to upset the more established parties. The 58-year old, on his seven-day campaign tour which began in Lagos, vowed to “unite Nigeria, wage a successful war against poverty and unemployment, and restore Nigeria’s standing in the world” if he emerges the president.
“From the throne of Oduduwa, we are proud of you. Fire on, fire on and fire on,” the Ooni said,
“I watched the presidential debate. Every word you spoke conveyed your conviction and passion to genuinely serve the country,” said the Ooni.
“I have followed you and your activities judiciously for many years, you have a clear plan for Nigeria,” said HRM Oba Ogunwusi. “Don’t be surprised that you are the light for even the established politicians.”
The monarch urged the Nigerian youth to know their position and their rightful place in Nigerian leadership. “Moghalu won’t let you down,” said the Ooni.
Ooni Ogunwusi welcomed Moghalu to the Yorubaland before giving a bit of history lesson on the longstanding ties between the Yoruba tribe and Igbo tribe which Moghalu is a part of.
“You are welcome to the land of Oduduwa. We are one. Igbo is spoken here in the palace. The Yorubas plant kolanut because the Igbos discovered it.”
Moghalu, in his remarks, had paid a glowing tribute to His Royal Majesty, the people of Ile-Ife, and the entire Yoruba race. He described the Ooni as “a great and enterprising leader.” Moghalu said the Yorubas are a people of great learning.

FEBRUARY 16 REFERENDUM OF IPOB IS A JOKE OF THE CENTURY
Sometimes I wonder why the educated amongst us in the Eastern region are allowing some of us get away with lies that can further endanger the lives of our gullible brothers and sisters. I understand that some of us don’t want to be abused by these misguided and spiritually misled ones, but we can save them from the impending danger by all means necessary.
I was on a taxi en route to Trans/Amadi Layout when a fellow commuter gleefully shook another’s hand in felicitation of an expected “referendum”. I had to ask one of them what referendum they were talking about. The young man told me that Biafra had come. He said “his leader” announced that February 16, the same date for election in Nigeria, is slated for referendum. I laughed for a long time and then started teaching the entire passengers. It was very clear to me that the misconception and gullibility were products of ignorance.
I asked whether the UN was aware. I wanted to know whether the so-called referendum would be unilaterally declared and whether the declarants were ready to defend it. These questions were germane because I know that there are several nations trapped in sovereign states that have been jostling for referendum for many years to no avail. Referendum is not a Tea Party. Without the approval and compliance of the host sovereign state, referendum leads to bloodbath. Is IPOB ready to defend this so-called referendum against Nigeria, UN, and UK? I ask because the last time Nigeria came knocking at Umuahia, we all know how our dear IPOB members became collateral damage.
Referendum will never come from a group or association: it must come from the people. State actors, royal fathers, chiefs, traders, scholars, etc are all constituents of the people. The international community must see the call as the collective goal of the stakeholders and the people in the oppressed nation. There must be wide consultation and dialogue across the affected region. Youth bodies and other councils must be rigorously engaged. The sovereign state must be engaged in dialogue prior to the promulgation of the referendum.
Do we even know the method we shall adopt? Is it by clan or local government? What is the electoral body that will conduct the referendum? What role will the international community play? Has the referendum been approved by the international community? Have these international communities ever mentioned BIAFRA? Who will sponsor the referendum? Who will defend the result? Who is even deceiving us?
Please, IPOB is just a group of unhappy people under one man. It takes much more than such group for secession to be successful. There won’t be referendum until we learn to work together in our region. Revolution is not a one man show. Any noisemaker that has not been killed yet is actually an agent. Nigeria is too brutal for revolution. Anyone that walks in and out of Nigerian prison, after having challenged her unity, is actually an agent in disguise. Be wise! Someone claimed his travel documents were seized, yet he traveled from Nigeria to Israel and is now in Britain, an ally of Nigeria. Can you fight Nigeria and be safe in Britain? We have a lot of poor thinkers in our region.
Sit at home is not referendum. Referendum is an election that is used to determine the future of a people that are sick and tired of being chained or tied to the apron strings of a sovereign state. How can sit at home be equated with and to plebiscite? Some of us are overgrown babies devoid of reasoning. This is shameful. We have had sit-at-homes. This is just another in a series of fruitless sit-at-homes. We boycotted elections and allowed our government houses to be occupied by agents of our oppressors. This madness must stop! We must use our number to get what we want.

Atiku Is Leading Opinion Poll
|
With just 13 days to the February 16 presidential election, the dynamics of the race for the nation’s top job indicate an interestingly tight and tough contest between the two leading candidates of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar and the ruling All Progressives Congress (APC), Muhammadu Buhari.
This latest development is not only evidenced by the frenzy of their campaigns, which has seen both candidates traverse many states and across the geo-political zones, but more strongly connected to the degree of acceptability that the two candidates enjoy, in what is fast becoming a popularity contest.
THISDAY’s recent field intelligence gathering, which reports a tight and tough contest, however, presents both state-by-state and geo-political zone analyses of what is obtainable by each of the two front-runners in the states, thus giving an evolving picture of what might ultimately be the regional standing of the candidates and their parties.
North-west
In the Kano, for instance, the race pictures a 65 per cent victory for Buhari and 35 per cent for Atiku, In Kaduna, while Buhari is likely to get 55 per cent of the votes cast, Atiku may post just 45 per cent. The race in Katsina is a no-contest as Buhari is sure to secure 70 per cent to Atiku’s 30 per cent.
In Sokoto, Buhari manages an edge over Atiku with 55 to 45 per cent sharing, but in Zamfara, the contest promises a 50-50 contest. Kebbi looks comfortable for Buhari with a 60 per cent advantage over Atiku’s 40 per cent.
Thus, in the North-west, Buhari is sure of victory in at least five states, albeit with varying winning percentages, with a draw in one with Atiku.
Buhari is certain to prevail in Jigawa with a 60/40 mergin over Atiku.
North-east
The dynamics in North East varies differently from the North West, because here, in Bauchi for example, Buhari is sure of some 60 per cent to Atiku’s 40, while in Borno and in spite of the growing insurgency, the votes will still go the way of Buhari, also with 60 to 40 per cent voting.
Atiku will put up a good showing in Adamawa with a 65 per cent advantage, leaving Buhari with 35 per cent. Moving on to Yobe, Buhari is positioned to score 60 per cent, leaving 40 for Atiku and the same equation is shared in Gombe – 60/40 – also in favour of Atiku. But the Taraba contest is a different one as it sees Atiku coasting home with 70 per cent and 30 for Buhari.
Here in the North East, both candidates would have a very tight race with the states shared three each.
North -central
The battle for North Central appears an all-Atiku affair, because Benue is determined to deliver Atiku with 70 per cent, while leaving 30 per cent for Buhari. Plateau, although slightly tough, would also deliver Atiku with 55 per cent, while conceding 45 per cent to Buhari. A repeat of this is likely in Nasarawa, where Atiku might go home with 55 per cent and Buhari, 45 per cent.
Kogi State’s battle also looks good for Atiku even though with the same 55/45 sharing formula. But Niger might go the way of Buhari with 55 per cent to Atiku’s 45 per cent. However, Kwara is solidly PDP and would deliver Atiku but with 55 per cent to Buhari’s 45 per cent.
The summary here is five states for Atiku and one for Buhari.
South-west
Considered the real battleground because of the number of votes that is up for grab, the race in South-west is unavoidably tight. In Oyo, for example, Buhari will certainly top with 55 per cent, while Atiku gets the remaining 45 per cent of the vote count. But in Osun, the situation is too close to call and might flip either way. Is a 50/50 chance. The Osun equation is unlikely to be repeated in Ondo, which may give Buhari 55 per cent and Atiku 45 per cent.
Buhari appears comfortable in Ekiti, where he may likely get his highest votes in the zone with 60 per cent to Atiku’s 40 per cent. Interestingly, however, Ogun too may go the way of Atiku with 55 per cent to Buhari’s 45 per cent, because of the many factors that are currently playing out in the state. But the Lagos battle is a 50-50 ratio. The dynamics are quite intricate.
Curiously, the South-west goes the way of Atiku with three states to Buhari’s two, while drawing in one, Lagos.
South-east
Further South, the battle for the soul of South-east is almost predictable even without the enabling field work. This is because the entire zone would go the way of PDP, although with different percentages accruable to each state.
Starting with Imo, the heartland of the South-east, Atiku is sure of at least 60 per cent of the votes with 40 per cent concession to Buhari. The same ratio is obtainable in Abia, God’s own state: 60-40 in favour of Atiku. Ebonyi too is sharing her votes in the same 60-40 pattern, also in favour of Atiku, while Enugu, which is South-east safest state for’ the PDP, boasts 70 per cent for Atiku and 30 per cent for Buhari. In Anambra, where Peter Obi’s home-zone advantage is certain to work for Atiku, the PDP candidate stands to get 60 per cent votes to Buhari’s 40 per cent. The final analysis in this zone sees Atiku clearing all the five states.
South-south
Similar to what obtains in South-east, the entire South-south too might go the way of PDP, with votes contingent on their voting strengths.
Rivers promises to deliver the PDP with a percentage of 80 to 20 in favour of Atiku, while Cross River will post 70 per cent for Atiku and 30 per cent for Buhari. Akwa Ibom, despite the current state of play, will still deliver PDP with 60 per cent and concede 40 to Buhari.
Edo will deliver the PDP with 55 per cent, leaving Buhari with the remaining 45 per cent. In Delta too, the PDP will post some 75 per cent for Atiku and 25 per cent for Buhari, while Bayelsa, though with a relatively small voting strength, will hugely deliver Atiku’s PDP with 80 per cent, leaving the remaining 20 per cent for Buhari.
The South-south analysis also sees Atiku clearing the entire six states. As for the Federal Capital Territory, FCT, it looks like a 50/50 chance for the two candidates. And may go either way.

All The Ethnic Nationalities In Nigeria Endorsed Atiku/Obi

Communiqué issued at the end of the Third Summit of Nigerian Elders and Leaders held in Abuja 3rd February, 2019.
1) That the Summit of the Forum of Nigerian Elders and Leaders held at Sheraton Hotel Abuja on Sunday, 3rd January, 2019. The Summit had in attendance foremost Elders and Leaders of Thought from all the six-geopolitical zones and the respective socio-cultural groups, (Afenifere for the South west, Middle Belt Forum for the North Central, Ohaneaze Ndigbo for the South East, Northern Elders Forum for the Northern Nigeria and Pan Niger Delta Forum for the South South).
2) The Forum expressed it goodwill toward the Vice President, His Excellency Professor Yemi Osibanjo, SAN, GCON who survived a helicopter crash on 2nd January, 2019
3) Recognizing that the Forum of Nigerian Elders and Leaders represents the most genuine commitment of leading socio-cultural groups in Nigeria to work together to find solutions to national challenges, support the cause for good governance and contribute towards improving national unity, security and economic development of all Nigerians.
4) Having maintained informed vigilance over all developments towards the forthcoming 2019 General Elections, Leaders of the Forum had outlined their views on the qualities of leaders that should aspire and seek our supports and votes. These include a demonstrated commitment to the democratic process, a transparent willingness to address the structural foundations of our nation in a manner that should ensure greater political unity and economic development for all Nigerians, and the courage and competence to secure the nation from multiple and varied threats among others.
5) Having noted the continued drift of the country in the direction of insecurity, deep divisions, tyranny as shown in the recent unilateral sacking of the Chief Justice of the country against all globally known democratic ethos, etc
6) Having closely followed the competition for mandates within the various political parties as well the campaigns for the votes of Nigerians so far, including four weeks of close interactions and interviews with nearly all the aspirants for the position of the President of the Federal Republic of Nigeria in the various parties. We make the following observations:
(a)The forthcoming elections are vital to our desire to live together in a democratic nation that reflects our aspirations, of peaceful co-existence, mutual respect, practice of true federalism.
(b) There is solid national and international consensus that the 2019 elections must be credible, and improve on the quality of the 2019 elections;
(c) There is assurance from INEC of its willingness and ability to conduct free and fair elections, but it must be watched very closely and supported to set new, higher standards in election management and that undue pressure from any quarters does not truncate its efforts;
(d) The political and security environments are central to the conduct of credible and peaceful elections. So far, the pronouncements of major contenders regarding the use of violence and willingness to accept outcomes of credible elections is being severely tested in practice. The disposition of state agents that have responsibility for securing our votes has also been a major source of concern;
(e) Civil society in Nigeria and the international community have made commendable contributions towards improving the integrity and security of the ballot. It is vital that they continue to play the roles of informed vigilantes and partners in our nation’s search for deeper roots for our democratic traditions;
(f) The media needs to do more to meet the expectations of Nigerians in terms of objectivity and capacities to set agendas and exercise effective oversight over all matters related to the forthcoming elections. The Nigerian media has a rich history of rising to the occasion when the country faces the kind of situation we are in today;
(g) These last few days before the first set of elections will test the Federal Government’s undertaking and assurances to protect Nigerians as they prepare to participate in the elections, as well as create a level playing field for all parties and candidates. The Federal Government must therefore ensure that no one, no matter their roles or status should be allowed to behave as if there are no consequences for subverting the electoral process or threatening the rights of all Nigerians to participate in free and fair elections.
5). Conscious of its mandate and after exhaustive deliberation the Forum:
(a) Reminds all Nigerians that the forthcoming elections are about the type of nation we need as adults and those for whom we have responsibilities. Not since 1999 have we been challenged with the power to shape our future as these elections do;
(b) Reminds the nation of its earlier position that the best candidates who should lead us are those who have the following qualities:
(i) A clear understanding of the nation’s security challenges and a strong will and commitment to tackle them decisively and comprehensively;
(ii) Capable, intelligent, physically fit and mentally alert persons that understand the issues and will once more restore Nigerian international standing and respect.
(iii)A strong will to improve the quality of governance, Including the rebuilding of key and strategic national institutions; to ensure inclusiveness is reflected in all political and governance matters; to fight corruption as a national scourge with transparent commitment; and to pursue policies that address the needs of a nation with a huge population of young people who need quality education and opportunities to participate as productive adults in a thriving economy;
(7) The Forum, having concluded a thorough evaluation of all candidates aspiring to lead our nation through its current challenges and engineer genuine national rebirth, has decided to note:
a) that several of the younger candidates who presented themselves for the Presidential election, demonstrated great capacity and promise to lead this country creditably and ensure that it engenders proper social and economic development to its people.
b. However most of these qualified younger candidates do not, at present, have the machinery and structures to win a Presidential election in Nigeria at present.
c) Therefore, adopts the candidate of the PDP, Alhaji Atiku Abubakar of the Peoples Democratic Party (PDP) as the Consensus Candidate for the office of President of the Federal Republic of Nigeria as he has demonstrated the deep understanding of the critical need of the country at this time and possess the capacity to proffer clear solutions in that respect.
d) calls on all Nigerians, irrespective of religious or ethnic background to stand in unison and vote for Atiku Abubakar on the 16th February 2019 and ensure that they defend their votes.

Dear Sir;
Like Obasanjo of Nigeria; I may have succumbed to letter writing because I want to save the soul of Biafra, but writing is my profession, that is the difference between Obasanjo of Nigeria and me. Obasanjo would write to Buhari and in reaction; Buhari will tell the people that a looter has written to him, that Obasanjo is the real enemy of Nigeria and Nigerians will shout “Sai Baba”. I know you will tell Biafrans Ifeanyi Chijioke is a saboteur; a paid agent of Nigeria doing the job of the enemy. Of course; the people will shout “holy holy is our supreme leader” and you will walk majestically into your chamber looking over your shoulders if anyone noticed you are a liar.
The caption of my letter today is your UK visit; I have many questions about your trip to Israel which you will never answer but I have dedicated my time trying to uncover answers. Questions like; how did you get passport since your passport was seized. How did you get visa since Nigerian government have you on its watch list. I want to know who and who helped you escape to Israel and now again to UK; you opined MOSSAD or Israeli government took you to Israel? Are they the same people that took you to UK? It is now clearer that you were granted travel documents and the question is; how and where did you get the documents? These questions bother me because I was told your escape was pre-arranged to neutralize Biafra agitation.
When I sought after the details of your escape from Afraukwu Ibeku; I was debriefed you got notified from Nigerian government 45minutes earlier to leave your house that they are coming. You smoothly left your home in company of some men, wearing white can, white short and with hilux van but left others there to defend an empty home that later fell. When the military came the first time; about four army personnel were disarmed and their riffle seized, State Area commander called you and demanded the riffles be returned, you contacted your younger brother Fine Boy and ordered the riffles be returned to state Area Command. In what appears like returning that favor or maintaining diplomatic relationship, you were contacted to leave 45minutes earlier before your home was raided. This report came directly to me from your security personnel that stood those soldiers. I was tempted to get your security personnel on camera to give account of your escape.
Sir; during your interview with Israeli TV, you noted that you escaped to Israel because that is the only place you could be safe in this world but to my greatest surprise, you are in UK, the country that is the mother of Nigeria. This same UK that imprisoned Ibori for Nigeria, that is probing Madueke for Nigeria, rule and decide for Nigeria. Your trip to UK is more or less like everything has been settled; no problem again, not a freedom fighter but indigenous movement agitating for referendum and government of national unity in Nigeria? You are a smart guy; very smart, you have achieved it all, with oaths after oaths that it would be Biafra or death. This is a lesson to us; will another man open a radio and rant I swear, may Chukwuokike strike me dead if I did not restore Biafra in a battlefield? You have had your way but we have learned our lesson; your words and oaths shall haunt you because that name Chukwuokike is a spirit, because Biafra is the souls of our brothers, sisters, mothers and fathers, you shall not escape judgment, you shall be held to account for every oath you took with the name ‘Biafra’.
Let me take this opportunity to call the attention of those that said Nnamdi Kanu cannot go to UK because Nigerian government will arrest him through UK authority. Kanu is in UK and he is there because everything has been settled, de-escalated. Our leader is live and direct in UK and will stay in the house of our enemy to destroy our enemy, who is fooling who? This letter is not meant for you brainwashed idiots; this letter is meant for the smartest man I have seen in Biafra. But hold on; I joined to preach that only Radio Biafra speaks truth and every other radio or person speaks lie. God forbid me even as it has come back to haunt me; of course, I speak lie and tonight, my people will tune in to hear truth, what a crazy world!
Sir; it is a relief that you left Israel the only place in the world your safety is assured, you promised you will stay in Israel until you get everything you needed to restore Biafra and come back but you are today in UK and Her Majesty likely to give you the hell you will come back with. Your brainwashed idiots are jumping up like chattering monkeys; they said you have been traveling without documents. Some said your travel with Israeli protection; but I know they can’t endure if they found out FFK negotiated a new or old passport to be issued to you to leave peacefully. It would shock them to know a new passport was granted to you by the same Nigeria they want to destroy. Little wonder Nigeria is not worried about your escape/trip; everybody is okay that you left and our lethal agitation narrowed to nonsense. They will not even ask UK to repatriate you; of course, you agreed to leave peacefully.
No matter how you try; you cannot hide the fact that Biafra has hit the rock under you; you can boast that you were attacked and that is why you ran away. You can tell them that if you compromised truly, Nigerian government would not have attacked you but you won’t tell them the creeks are there for you to stay and plan the way forward. You won’t tell them that you claimed you were dead and was supposed to work underground for Biafra but only to come out due to election. They will say you have given them election referendum when you know you have only tried to save your face. The clock is ticking against you; our people were ready for anything you wanted to ensure Biafra is restored but not only did you disappoint them and Biafra; you betrayed your own self and words, you betrayed your oaths and vows, but like a miracle, Biafra will surely come, the leveler cometh!

Soyinka rejects Buhari, Atiku
Nobel Laureate and playwright, Prof. Wole Soyinka, has said he will not support presidential candidates of either of the All Progressives Congress (APC) or the People’s Democratic Party (PDP).
He said this at an interactive session tagged Citizen Forum 2019.
“It is time for a totally new direction, and when an alternative emerges, we will give the candidate our backing,” he said.
President Muhammadu Buhari of the APC and former Vice President, Atiku Abubakar, of the PDP, are the two leading candidates.
The octogenarian said it is time to change the direction of the country in a positive way.
He said: “For the avoidance of doubt, let me make my position quite clear, because I don’t want any ambiguity; I, Wole Soyinka, will not be voting for either the two so called contesting parties. I find both of them worthy of absolute rejection..
“For a number of reasons which I will not go into here, I’m not interested in a comparative assessment. My position is simply that it is time for a totally new direction. And obviously, I’m not the only one, as I’m speaking, there is a coalition having its meeting in Lagos from which they hope to produce a consensus candidate.
“There is another group meeting in Abuja, also at the end would send us their consensus candidate. Things have been going on quietly in the background to try and change the direction of this nation in a very positive way, and to make the public understand that they do not have to be enslaved permanently to the old discredited order. It is my sole business in this election.
“I don’t believe in what is called negative vote which means, for me, throwing your vote in a waste basket, I believe instead in a creative vote, not a protest vote, not a negative vote but a creative vote. And a creative vote means that the will to at least sow a seed through your vote that will germinate eventually. The pace of germination is beyond the control of everyone, but it is never too early to make a beginning. It has happened before in other societies. When a dark horse emerges from nowhere and trumps all the political juggernauts caterpillars and so on with their performers, worthless, their capacity for violence and treachery.”
He added that the reason they are yet to arrive at a consensus candidate was because the supposed genuine third force was hijacked.
Meanwhile, former President Olusegun Obasanjo, has vowed that everything must be done to rescue the Nigeria’s democracy.
While warning key political actors to be mindful of what they do, Obasanjo said that the world is watching how the country will conduct it’s affairs before, during and after the general elections.
He urged Nigerians not to despair, but to remain optimistic, despite the challenges currently facing the country. Olusegun spoke in Abuja yesterday during the launch of a book, “Politics as Dashed Hopes in Nigeria”, written by Auwala Anwar.
He called on Nigerians to protect the nation’s democracy ahead of the general elections, insisting that, “our hope lies in democracy and good governance as one of the hallmarks of free fair and credible election. As for me, I will do everything humanly possible to safeguard democracy, with good governance for Nigeria and for all Nigerians.
“If we cherish democracy, we will all guard and protect our democracy. And that I believe is the main purpose of the book. Remember that if you stand aloof when evil is being perpetrated, you become an accomplice in the perpetuation of the evil
The former president noted that he was aware that the quality of politicians had deteriorated and that the leadership recruitment process in the country was fault
“I also agree that money has become an unnecessary important aspect of our politics. And that the elites are not putting their act together. I believe we have one thing that joins us together which is Nigeria’s nationality. I believe strongly that Nigeria should not be divided.”
Author of the book, Anwar, said the book offers an insight into the activities of the Congress for Progressive Change (CPC), which was founded by President Muhammadu Buhari. Buhari also ran for the office of the president on the same platform in 2011 against former President Goodluck Jonathan.
“When the CPC went into crisis. There were committees set up. We created a code of conduct because we believed the principal problem of the CPC was indiscipline.
“It was not a normal political party. There were various segments including the owners, labourers and workers, and the slaves,” he said.

MOGHALU LAYS OUT HIS STRATEGY FOR SUCCESSFUL RESTRUCTURING OF NIGERIA
Professor Kingsley Moghalu, the presidential candidate of the Young Progressives Party (YPP), has said the best approach for successful political restructuring of Nigeria is through an executive bill that is presented by the President to the National Assembly. He, therefore, promises to introduce such a bill, if elected President in 2019.
Moghalu disclosed this, yesterday, as he unfolded his strategy for returning Nigeria to a true federation, in his keynote address to the 6th Annual Conference of the Nigerian Political Science Association (Southeast), at the University of Nigeria, Nsukka.
According to his plan, the introduction of the executive bill would be preceded by a consultation of the National Assembly by the President. This would be followed by the inauguration of a high-level Presidential Commission on Constitutional Restructuring that will review the previous reports and recommendations on constitutional restructuring of the country. Each of the six geopolitical zones will contribute at least one member of the seven-member Commission, which would also be free to make additional recommendations.
![]() A widespread sensitization and consultation by the government with citizens and stakeholders would follow, with the aim to “manufacture consent” that would pave the way for the introduction of the executive bill to the National Assembly.
In all, the entire process will take about 18 months, from 2019 to 2021. This will be followed by a two-year transitional period to enable the new constitution that will underpin the restructuring of the country to take effect from 2023.
Moghalu said the case for constitutional restructuring of Nigeria is four-fold. First, the need for equity and justice; second, reversal of the destabilization of the Nigerian polity; third, provision of a ‘people’s constitution,’ among other “fundamental” requirements; and finally, returning Nigeria to the path of economic transformation.
“Nation-building is hard, but it need not be as difficult as we make it in Nigeria,” said Moghalu, whose 17-year career at the United Nations, included his role in helping to rebuild broken nations. “Nation-building is also intentional. It doesn’t happen by accident.”
Moghalu anchored Nigeria’s nation-building on leadership, unifying actions and stakeholders’ interest. “The real test is in the leadership and the actions that create a real spirit of nationhood, and the willingness of every stakeholder to build a united, stable and cohesive nation,” he said.
Socio-cultural groups like Afenifere, Ohaneze Ndigbo and others, have pledged to support a presidential candidate in the 2019 election who understands and is committed to restructuring.
Apart from his plan that lays a clear path to constitutional restructuring of Nigeria, Moghalu said he has brought conceptual clarity to the subject. He distinguished between “federalism,” “fiscal federalism,” and “devolution of powers,” saying the last two are even practised in some countries practising a unitary system government.
Moghalu said “constitutional restructuring” has become a political imperative in Nigeria, given how far the country has been led in the wrong direction. He listed the core characteristics of a restructured Nigeria, based on his plan. These are: One, the federating units in Nigeria should be the six geopolitical zones and not the present structure of states – as only about six of the states are fiscally viable, whereas all the regions are fiscally viable and will enjoy the economies of scale. Each of the regional governments will be headed by a premier and shall have a regional parliament. Two, each region, not the central government, will control natural resources found therein, but pay 40 per cent of the income from those resources to the central government for the functioning of the federation.
Three, there will be regional police. Four, the balance of powers between the regions and the centre will be deliberately designed to give component regions developmental and policy space, but not to create an overly weak centre. Five, there must be a real separation of religion and the state. Six, a completely new constitution that is truly a people’s constitution.
And, seven, revamping of the exclusive, concurrent and residual legislative lists. In this regard, the central government will have exclusive responsibility for common services such as the central bank and monetary policy, foreign affairs, defence and the armed forces, and immigration. The regional governments will have direct supervision over the provinces (represented by the present 36 states). Local governments would not be a constitutional tier of government in the new constitution. Rather, it should be the responsibility of regional governments to create and administer local governments.
Moghalu warned on the possibility of a dissoluble Nigeria. “We know of other countries, such as the former Federal Republic of Yugoslavia, that broke up into several nations,” he said. Other examples include former UK colonies that have dissolved into two or more countries. These include India, which split into India and Pakistan, with Bangladesh later breaking off from Pakistan; and Sudan, which today is Sudan and South Sudan.
“There is no question in my mind that Nigeria will not survive a rejection of constitutional restructuring to cure its inherent ills,” said Moghalu. “And the most likely scenario is one in which this occurs with violence that may not be successfully repressed by military operations such as ‘Python Dance’, ‘Lafia Dole’, and ‘Crocodile Smile.’”
He said that he has the political will to lead the restructuring of our country in the manner in which it must be done. “I am not just a politician. I am a leader. My vision for restructuring Nigeria is not a promise. It is a plan. And I have a plan to execute that plan,” he concluded.

I have Domiciliary Account-Onnoghen opens up
Ahead of his trial at the Code of Conduct Tribunal (CCT) slated for Monday, suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, has opened up on how he got the foreign currencies he deposited in his domiciliary accounts.
In a ‘Cautionary Statement Form’ filed at the Department of Intelligence Investigation and Monitoring, Code of Conduct Bureau (CCB), in Abuja, he said the deposits in his dollar account were from trading in foreign exchange (forex), AGRICODE, while other investment returns were from proceeds of his investments.
Justice Onnoghen’s averments were contained in a voluntary statement he made at CCB.
In the statement, he specifically explained that “the deposits made in my US Dollar account No. 87000106250 with STD. Chartered Bank of $10,000 at different intervals of June 28, 2011 were sourced partly from my reserve and saving from my estacodes, including medical expenses.
“The same applies to my deposit of July 28, 2011, of $10,000 twice. It is important to state that prior to my opening the US dollar account, I had foreign currency, which I kept at home, due to the fact that there existed a government that proscribed the operation of foreign currency account by public officers including judicial officers.
“It was when I got to know that the policy had changed that I had to open the said account. Upon opening the account, I was made to understand that I cannot pay in more than $10,000 at a time and per payment slip. I cannot remember the total amount I had on reserve at the time, but it spread from my practice days as a private legal practitioner from 1979 to 1989.
“Some of the deposits are a result of forex trading, AGRICODE, and other investment returns were from proceeds of my investments into them. The withdrawals in the account are partly to pay children’s fees, upkeep abroad and further investments. My British pound and euro accounts with Chartered Standard Bank are savings accounts.”
“In the January 1, 2019 document, the suspended jurist, who wrote his statement on January 11, 2019, between 12:30pm to 1: 45pm added: “I, Walter S. N. Onnoghen, of the Supreme Court of Nigeria, hereby, voluntarily depose to the statement averred herein, knowing that whatever I write or state may be tendered against me as evidence in court.
“I also volunteer to state that the statement was not taken in evidence from me under duress but after the administering officer had explained and made known the details of the allegations against me.”
In response to allegations of non-declaration of his assets, justice Onnoghen added: “My asset declaration for numbers. SCN000014 and SCN.0000 5 were declared on the same day, December 14, 2016 because I forgot to make a declaration of May 2005 of my assets after the expiration of my 2005 declaration in 2009.
“Following my appointment as acting chief justice of Nigeria in November 2016, the need to declare my asset anew made me to realise the mistake and then did the declarations to cover the period in default.
“I did not include my Standard Chartered Bank Account in SCN. 000014 because I believed they were not opened during the period covered by the declaration.
“I did not make a fresh declaration of asset after my substantive appointment as CJN because I was under the impression that my SCN. 000015 was to cover the period of four years; which includes my leave as CJN.”
