North ready for restructuring –Ango Abdullahi

Spokesman of the Northern Elders Forum, Prof Ango Abdullahi has declared that the North is fully prepared for Nigeria’s break up if that will make component parts agitating for separate countries or restructuring happy. He explains his position in details in this interview with ABDULLAHI HASSAN in Zaria, Kaduna state.

Some South East leaders have accused Northern Elders of sabotaging efforts to restructure the country. What is your reaction to this?

You see the issue of restructuring is one of the fundamental issues that shape Nigerian history from 1914 up to 1960. In fact, we are not aware of any sabotage, may be the South East leaders were working on assumption. But if restructuring will save Nigeria, I think it is a matter that affects every Nigerian including those in the North and we are ready to engage in it to correct the anomalies in Nigeria starting from 1914.

How do you see the agitation for the creation of Biafra Republic?

You see, the issue of Biafra is all part of the discussion of restructuring Nigeria. Yes, if Biafra means negotiations, yes, it’s all a matter of discussion, if it means Igbo want to have a country of their own separate from Nigeria, it means a matter of discussion and we are prepared for the discussion.

This is all I have been saying that if Nigerians are tired of staying together, they should be prepared to accept divisions instead of remaining in agony and disappointment of one another.

Are you saying that Nnamdi Kanu is fighting a just cause?

You see, what I am saying is that every Nigerian should be able to speak his opinion about the state of the country, and the country has laws.  If  it is discovered that the law of a country is violated, that  some somebody has gone beyond his fundamental rights,  the law is very clear on this . What perhaps government is concerned about is that violence was part of Kanu’s agitation, to realize his dream by force, I think that is what government is trying to tackle to my understanding. What do we mean by restructuring Nigeria? Restructuring Nigeria may mean adjusting the country to serve better interest of the people. So if Kanu is talking about Biafra, he is free to talk about Biafra and everybody is free to talk about his understanding of the Nigerian state. We are always talking that the Nigerian state is not working and how can we make it to work? And if the best option, is to call for separate countries, why not?

What is the stand of the Northern Elders Forum on this?

Well, if you read our communiqué in Kano recently, we categorically stated that the Northern Elders Forum is prepared to engage in any discussion with any group that is supporting restructuring of Nigeria, so, this means that we are fully supporting restructuring.

Does this represent the interest of the North, despite the fact that there are  many Northerners who are against  the idea of restructuring Nigeria?

Yes, I am not saying that all Northerners are supporting restructuring Nigeria, I am not claiming that all what I said was supported by all Northerners,. I am not saying that at all.  I ought to speak only as spokesman of Northern Elders Forum, which can not deprive me of my personal opinion or  my personal conviction, so most of what I said are my personal opinion.

What can Nigeria benefit from this restructuring that we have not benefited before?

You see, one has to ask what are the benefits under this current arrangement, which put together had not been benefited before? If we are saying that Nigerians have no benefits under secular arrangement, that is a simple matter, it means if Nigerians are still complaining after many years , it means they don’t benefit much, and there are options that can be considered which include separating the country on the basis that people are living together but  not happy with one another.

What kind of restructuring are you agitating for at the moment?

Our concept on restructuring was based on Prof. Ben. Nwabuaze’s position on restructuring Nigeria where he said that Lord Lugard made mistake in 1914 by bringing North and South together. This is the starting point on restructuring which should include that the country should be divided between the North and South for the good of the people . You can see many people are now agitating for restructuring on belief that Lord Lugard made a mistake by conquering nations and bringing them together without consulting Nigerians who they occupied their territories. The other way you can look at the issue of restructuring is perhaps by forgiving the past mistakes by going where we were from 1914 to 1960 and go back to regionalism. Because in 1960, when we became a federation with only three regions , each region was independent with its own constitution.

The regions were serving Nigeria better with very small states. But now, many want to eat their cake and still have it. You see I am 80 years old, and I know very well what happened in those days, when Gen. Gowon was under pressure to create more states, though he eventually created 12 states, we later moved to 19 states, to 23 and 36 states. With all these states, yet we are not happy. So, we believe that these are issues that we can discuss, by the various groups that relate with each in the country.

Do you think the operators of the current power structure, the three tiers and arms of government in the country will support this idea?

It is true nobody wants to relinquish power on his own .If you go back to history now, to the first person who created states in Nigeria, my elder brother, Gen Yakubu Gowon, who led the country through civil war, believe you me, he will be the last person to accept that Nigeria should dissolve, he will never agree to that. The same with other Nigerian rulers and military Generals who fought the civil war, especially Mr President, they will never like to hear that Nigeria will disintegrate. But if you look at it very carefully, many in position of responsibility; governors, senators, ministers and local government councils chairmen, many of them are between the ages of 35 and 50, so they are not familiar with the history of Nigeria because they were too young when all the mess of civil war happened.

The country passed through difficulties especially the Igbo. If you look at that experience, you should be able to appreciate the progress or lament the problems the nation is into.

I think that is what the Igbo want to address, which perhaps by separation they would have consolation and progress fast just like the arrangement of 1960.

Customary Government Of Indigenous People of Biafra.

It has become extremely necessary to respond to insinuation from online media propagandists that Customary Government of IPOB has abandoned the Biafra restoration for party politics. This is a mere propaganda coming from those who are ignorant of the operations of the Biafra De facto Government. It may not be necessary to join issues with those who are in the habit of confusing the public that freedom fighting has nothing to do with politics, or those who believe that civil disobedience through boycotting of election.sit at home, rejecting the Nigeria constitution would attract the attention of the world powers to conduct referendum.

Customary Govt of IPOB wishes to remind us that there are many ways to kill a stubborn rat. It is not good enough to discredit others who have chosen their own path, perhaps, it should be noted that all routes are needed to complement one another. It is important, therefore to remind the public that we have remained consistent with our approved methodology to restore Biafra .

Upon all odds against us, all manners of distractions and intimidation , the legal battle between the indigenous people of Biafra being represented by Bilie Human Rights and Federal Republic of Nigeria has continued at Federal High Court, Owerri .The court case has opened new windows for the indigenous people of Biafra. On the Customary Government getting involved in the Nigeria politics,the public should note that we have gotten to the stage where Biafran activists should go into Nigeria Politics to pass the CUSTOMARY GOVERNMENT OF IPOB Bill into law.

Biafran activists go in private to beg politicians for money but with this open declaration,Biafran activists are expected to take leadership positions to practice what they preach. However, it is not the institution of Customary Govt of IPOB that will dissolve into Political Party. The Customary Customary of IPOB as a De facto Government of Biafrans is independent of political activities in Nigeria. As a Government, Customary Govt will not limit herself to one party but may have sympathy with a Party or parties that share the same ideology of self determination .

It is on record that Biafran activists have been advised to infiltrate all the political parties in Nigeria .It is also, on record that only UPP has openly associated herself with a Biafra movement-MOBIN. Others are too afraid to come near the word ‘ BIAFRA ‘ at the open but would always tell you that they are all Biafrans in secret. We want men and women of courage who will support us at the open and dawn the consequence.

Finally, it should be noted that we do not expect a sitting Governor to lead the struggle to restore Biafra. It is an independent and a recognised De Facto Government of IPOB that would stand as a vehicle to drive Biafrans to the promise land.

OFFICIAL APPOINTMENT -11/05/2017

 

The Administrator of the Customary Government of Indigenous People of Biafra has approved  the appointment of Pastor Chibuzor Chukwuemeka  as the  Director for  Sports and  Youths Development.

This appointment is for a probationary period of 6 months subject to further confirmation by the Supreme Council of Elders. Pastor Chukwuemeka  is expected to coordinate the activities of sports under  the Customary Government of IPOB.

Breaking: House of Reps passes 2017 budget of N7. 44 trillion

THE National Assembly has made open its budget for 2017, with a total sum of N125, 000,000,000 to be spent this year. With the figure, there is an increase of N10,000,000,000 as against the N115,000,000,000 approved for National Assembly in 2016. The breakdown shows that of the N125 billion approved for the National Assembly, the Management has a vote of N14,919,065,013; the Senate has an allocation of N31,398,765,886 while the House of Representatives would spend N49,052,743,983. The breakdown further shows that the Management would spend N6,714,696,986as personnel cost so; N6,192,052,825 for Overhead costs and N2,011,315,202as total capital. The Senate would spend N1,856,510,517 on personnel costs; N25,111,332,147 as total Overhead costs and N4,430,923,222 as total capital . For the House of Representatives, it has N4,923,743,127 as total personnel costs; N39,635,756,179 as total overhead costs and N4,493,244,677 as total capital. Meanwhile, the total Budget for 2017 stands at N7.441 trillion

My Advice To Biafra People.

The Catalans are Spanish citizens.
The Scotts are British citizens.
The Northern Irish are British citizens.
They all vote in Spanish or British elections despite their wish to become independent and they are successful in holding referendums for or against it, several times. WHY?
Because they vote POLITICIANS who work in THEIR interests and don’t follow stupid leaders who shout “Don’t vote!” In fact, they don’t have such stupid leaders.

But Biafrans?….. Biafrans get insistently warned not to register for election in Nigeria. WHY?
Because they have such stupid leaders who shout from the roof tops ” We don’t vote because we are Biafrans and not Nigerians.” And later, the same people shall lament that nobody is working in their interests and all politicians are their enemies.
They should give us just one good reason, just ONE or shut up for good.

Customary Government of IPOB is worried that not few of our people have not come to terms the need to restore our indigenous identity which was stolen by foreign interest groups with internal collaborators .Our various town hall meeting(s) across Biafraland have shown that knowledge gaps abound .There are people who still see the name Biafra as war.There are others who are afraid of losing their properties outside Biafraland.Others are merely afraid of unknown or unfavourable change of status.

Customary Government of IPOB wishes to reassure all Biafrans that the coming of a new nation-Biafra is the last hope for black race.CG-IPOB is not unaware that over 60% of privately-owned investments throughout Nigeria are owned by Ndiigbo. While we should not congratulate Igbo nation for being so egalitarian in universalism, it is equally necessary to diffuse the blackmail the campaign for Biafra restoration is being subjected as a result of that. Many people have felt very comfortable to remind pro-Biafran agitators that one of reasons to forget Biafra is because of Igboman’s investments outside Igboland. Sometimes it is said that if a lie is said repeatedly for long and unchallenged, it may be accepted to be true. It is important to remind these agents of retrogression that wish to keep Biafrans bound in Nigeria  that under international laws and conventions no country has right to confiscate property of anybody without going through normal legal processes.

From benefit of history, Nigerian government had use indigenization policy to drive away foreign holds on some investments owned by foreigners immediately after the war. Nigeria also enacted what was called ‘abandoned property’ policy to encourage ‘brothers’ to steal the properties of their Igbo brothers in Rivers State. The later was done in order to help increase the gulf of disunity between Igbo and their immediate neighbors and brothers. Nigeria, through this, planned and successfully dis-stablize cohession and introduce suspicion amongst Biafran brothers. Well, it was possible because Biafra was ‘defeated’ and reabsorbed into Nigerian state. Nobody would have done that inside a sovereign Biafra state. Today Biafrans are Nigerian citizens and can only loose such citizenship right on denunciation. Right now Nigeria, has not abolished dual citizenship of her nationals.

The Public should note that even after Biafra restoration, Biafrans wishing to, can still retain their Nigerian citizenship and reside and do business in Nigeria as free citizens. In that sense he/she will be expected to obey Nigerian Islamic laws and be affected by the Nigerian làws equally as any other person in the country. These laws should include làws on ownership of property. For example today in United State and elsewhere, all citizens equally enjoy the same protection of the laws  including our brothers that are also American citizens. Therefore nothing should prevent a Biafran-Nigerian citizen residence in Kano from being affected equally as any other Kano residents if he chose to use his Housing Estate for an Islamic School. The truth is that even as Biafrans do business in Nigeria, Nigerians will be doing business in Biafra. This is why we are against any pro—Biafran group wiping up hate campaign against Nigerians and Nigerian leadership. After all,USA and Britain once fought a war for/against American Independence. Today the two nations are best of friends. Biafra and Nigeria should exist side-by-side às good neighbors. Nobody gains anything with war-ring or hostile neighbors.

Customary Government of IPOB has established all the diplomatic contacts and still opening new diplomatic frontiers to ensure that powerful Nations are carried along in this sacred mission to restore Biafra.   The truth remains that no Biafran property will be confiscated by Nigeria if Biafra is restored.

The Administrator of the Customary Government of Indigenous People of Biafra has approved  the appointment of  Ekweanua Chukwudi  as the  Principal Secretary to the Office of the Administrator .

This appointment is for a probationary period of 6 months subject to further confirmation by the Supreme Council of Elders. Mr Chukwudi Ekweanua is expected to use his wide experience in Administration and Management to manage the secretarial functions of the Office of the Administrator.

The Administrator of the Customary Government of  the Indigenous People of Biafra has approved  the appointment of Chief Mrs Ify Ezenwa  as the Deputy Director for Political Affairs to the CG-IPOB .

This appointment is for a probationary period of 6 months subject to further confirmation by the Supreme Council of Elders. Chief Mrs Ify Ezenwa is expected to liaise with the Public on behalf of the Customary Government in all political matters.

Today is public holiday in ANAMBRA State to encourage those at 18 years of age and above to go for voters registration.The Customary Govt of IPOB is hereby instructing all Biafrans who have not registered to go for registration today or tomorrow. It should be noted that we are still part of Nigeria and the power of voting is what Biafrans need now to retire all those working against our common interest.
