Civil Service Chairman Wants HND- Prof Tunji Olaopa Programmes Scrapped

Chairman of the Federal Civil Service Commission, Prof Tunji Olaopa, has called for the phasing out of Higher National Diploma (HND) programmes offered by polytechnics in Nigeria

At a dialogue organised by the National Board for Technical Education (NBTE) in Abuja, Olaopa proposed a comprehensive overhaul of the educational system to address the professional conflict between B.Sc./B.Tech. and HND holders.

Referencing a 2007 memorandum from the Heads of Polytechnics and Colleges of Technology (COHEADS), Olaopa suggested converting polytechnics into campuses of nearby universities, with major polytechnics evolving into full-fledged universities of technology.

Central to his proposal is the abolition of HND qualifications while retaining National Diplomas (NDs) as entry requirement for the restructured university and technology school system.

He envisioned establishing two distinct streams of B.Sc. (Technology) and B.Tech., with B.Tech. programmes focusing on practical skills development tailored to meet industry demands.

Olaopa commended institutions like the First Technical University, Ibadan, for pioneering this model and stressed the importance of rigorous curriculum redesign and faculty development to support the transition.

He also suggested expanding the ND programme to accommodate vocational training, incorporating elements of the City and Guild certification for enhanced practical skill acquisition.

„In so doing – and this for me is the game-changer – HND should be scrapped, while the National Diploma (ND) should be retained as a qualifying certificate for entrance into the new and old universities of technology and schools of technology affiliates of existing universities,“ Olaopa said.

He added, „The design should create two streams of B.Sc. (Technology) and B.Tech., with B.Tech. designed to focus on inculcating technical skills and competencies across the middle to the very high levels of jobs and careers, a model which the First Technical University, Ibadan (on whose Governing Council I was one of the pioneer members) is attempting to pioneer.“

Olaopa said the curricula and pedagogical remodelling of the OND-B.Tech certification will involve training for demand-driven end users’ skills, with faculty drawn significantly from scholars-practitioners and professors of practice—practically oriented lecturers with strong backgrounds in theory and research.

He proposed expanding the National Diploma (ND) to fill the space for technical and vocational training programmes, embedding the City and Guild certification to reinforce practical skill acquisition.

He emphasised the need for aggressive staff development, facilities upgrade, and increased funding to support these changes.

Inspired by the German dual vocational training model, Olaopa proposed a hybrid approach integrating theoretical knowledge with practical experience, with costs shared between the government and the business sector.

Expressing skepticism about past initiatives to address the B.Sc./HND dichotomy, Olaopa urged caution in implementing reforms that could undermine the distinct educational objectives of polytechnics and universities.

He emphasized the need to preserve the unique roles of polytechnics and universities while exploring avenues for collaboration.

In conclusion, Olaopa‘s proposal advocates for a holistic restructuring of Nigeria‘s higher education system to bridge the gap between academic theory and practical skills acquisition.

Gov Mbah Takes Investment Drive to Austria, Signs MoU

Governor of Enugu State, Dr. Peter Mbah, has taken his investment drive to Vienna, Austria, where he held high level meetings with senior government officials, the business community and international development partners and also signed a Memorandum of Understanding, MOU, towards the development of the state.

Mbah, who seeks to grow the state’s economy from $4.4bn to $30bn in four to eight years through private sector investment and strategic partnerships, met with the Austrian Minister of Interior,Gehard Karner; Minister of Labour and Commerce, Dr. Martin Kocher; Minister of Agriculture, Norbert Totschnig; Managing Director of the Austrian Promotional Bank, Bernhard Sagmeister; Director General of the International Centre for Migration Policy Development, ICMPD, Michael Spindelegge; parliamentarians, among others, who expressed readiness to collaborate with the Enugu State government for the mutual benefits of both parties.

At the meeting with Austria’s Minister of Interior, Karner, Mbah and his host agreed to partner across various sectors with opportunities in Nigeria for Austrian SMEs.

As a way of kickstarting a fruitful relationship, Mbah and Karner signed an MOU on behalf of their respective governments for the establishment of a K-9 training unit in Enugu to boost security and crime detection.

Mbah’s meeting with the Austrian Minister of Agriculture, Totschnig, dwelt on the implementation of an agricultural model region, measuring about 2,000 to 5,000 hectares, and replicating the Austrian Cooperative success story in Enugu State.

Meeting with the Austrian Minister of Labour and Commerce, Dr. Kocher, the Enugu State governor said his administration expressed readiness to help expand collaboration between Austrian and Nigerian businesses, especially in the areas of agriculture, hydro power, work and knowledge in semiconductors, possibly leveraging the already existing Austrian business presence at the European Business Park, Godfrey Okoye University, Enugu.

“Enugu is open for business. We are your trusted partner for business in Nigeria and a stepping stone to Austrian businesses looking for a foothold in Africa,” he said.

Meanwhile, the MD of the Austrian Promotional Bank, AWS, Sagmeister, said the bank was already supporting some Austrian businesses investing in Enugu State.

Mr. Sagmeister said the Austrian Promotional Bank was interested in exploring more opportunities to provide guarantees, including guarantees for credits from Nigerian banks, for Austrian businesses investing in Nigeria and equally assist the Enugu State Government to design creative approaches to procuring foreign funding.

Governor Mbah also toured the Spittelau waste incineration plant, which handles 250,000 tons of municipal refuse annually and generates a large proportion of electricity for powering the city of Vienna.

Meanwhile, the Austrian Chamber of Commerce has invited the Enugu State Government to the next Africa Day in Vienna where the state would boost its chances of investment by meeting with over 300 Austrian businesses with interest in overseas investment and opportunities.

The Head of International Relationships at the Chamber of Commerce, Michael Otter, said the Chamber was ready to work with Governor Mbah for the mutual benefits of Enugu State and Austria.

Africa Political Leaders Have Not Done Enough For Youths- Alex Otti

Abia State Governor, Dr. Alex Otti, OFR, says African leaders have not done enough to give the youths the voice they need to play significant roles in continental politics, despite making up about 75% of continent’s population.

Governor Otti stated this at the weekend in the United Kingdom, at the Cambridge Africa Business Conference, hosted by the University of Cambridge Judge Business School, where he featured on the fireside chat which focused on the topic, ‘Africa Together – Public/Private Partnerships’.

Responding to a question on the role he would want to have African Youths play in politics and the measures that should be taken to encourage them, Governor Otti said that the youths have been largely excluded because politics in Africa focuses on the wrong narratives of where one comes from, the faith they profess and the language they speak, instead of what they can offer.

Sadly, the Governor said, the youths have aided the conspiracy to undermine their importance in politics by acquiescing to the inanities.

According to him, “Seventy percent of our population (0-35 years) are youths; if you add 40 (year olds), you are looking at 75 to 80%.

“The Youths are excluded when we are talking about politics. Our politics focuses on the wrong narratives of tribe, religion, language, instead of demographics and what a person can offer.

“We have not done so much in giving the young people the voice they need and they have bought the garbage that what is important is religion, tribe and language, instead of demographics and what a person can offer,” Governor Otti said.

The Governor elaborated that in the whole of Africa, only about three countries: Senegal, Ethiopia and Malawi, that their presidents are under 49 years old, stating that political education is important to change the narratives.

He told his audience that due to the importance he placed on education, his administration allocated 20% of the State’s 2024 Budget to education and has embarked on the remodelling and retrofitting of 173 primary schools and 54 secondary schools across the State to provide functional and quality education to the people.

On how the Central Bank of Nigeria’s digital currency product would create the enabling environment for small and medium scale businesses (SMEs) to thrive, Governor Otti said his administration would embrace it when implemented. In the meantime, however, he disclosed that his government was working to make available N10 billion funding with very low interest rate, for SME loans. Already, he said, N1 billion is currently being disbursed at zero interest to small businesses in the grassroots through the cooperatives programme, a scheme he initiated while on the campaign for the governorship of Abia.

The Governor announced that he had received requests from some companies which had left Aba, Abia’s commercial capital, because of deplorable conditions of infrastructure in the city, especially roads, and now want to come back. This renewed interest, according to him, is as a result of the recent award and flag-off of the reconstruction of the Osisioma-Ekeakpara industrial road, a critical corridor in Aba’s manufacturing layout. He further disclosed that his administration is working towards establishing another industrial layout around the Umuikaa axis in the Isiala Ngwa South Local Government Area of the State.

Governor Otti refused to be drawn into self-adulation and comparing Abia with other states in Nigeria, saying that different states have different challenges and priorities. He however explained that the Modest visible achievements of his administration in the last 11 months have been due to the fact that his government had been focusing on what is important to the people and doing simple things in different ways.

While responding to questions on the sectors that would most likely attract investments in Africa, Governor Otti said it was important to create objective conditions. In his words, “Capital will go to a place where it will make returns. Capital is so sensitive that it has so much information about you, even more than you know. Do the homework, create the enabling environment for capital to find you, secure and make your environment attractive to capital.”

He pointed to Information Communication Technology (ICT) through the building of innovation hubs and industrial parks for software engineers; robotics, and 3D printing; mechanised agriculture with value chain where our people will sell processed foods; manufacturing, as sectors that his administration is already paying so much attention and doing a lot to make viable in the State. He also emphasised the importance of encouraging the workforce by paying them regularly and promptly to ensure that they have money in their hands to participate in the economy.

“If People don’t have money in their hands they can’t participate in the economy. It makes more sense to put money in the hands of those who will use the money locally, not those who will transfer them abroad,” Governor Otti explained.

He also explained that for production to take place there must be someone willing to buy but people can only buy when they have money in their hands.

Nigerian Military Declares Manhunt for Niger Republic Terrorist Operating Goldmine in Zamfara

Nigeria’s military high command on Thursday declared terrorist leader and illegal owner of a gold mine in Zamfara State, Halilu Buzu, wanted.

Buzu hails from Buzu in Republic of Niger. It said the fugitive gold miner and cattle rustler, settled in Subbubu Forest and lives in Shinkafi LGA of  Zamfara State.

At a media briefing in Abuja, the Director, Defence Media Operations (DDMO), Maj Gen Edward Buba, said “his camp and illegal  gold mine are located at Kawayi in Anka LGA of Zamfara State, where he has a lot of boys working for him”.

Buba said “Halilu is a major arms supplier, trusted by arms dealers from supplying arms from Libya. When, troops close in on him, he moves across the border into Republic of Niger for refuge.

“At this time, we are through appropriate channels calling on the Nigerian authorities to apprehend and hold him accountable for his atrocities.

“These category of terrorists are  relentlessly targeted by troops, such that we will be able to strike them out and take them off the battlefield as soon as possible”, he said.

Buba declared: “It clear that the fate of the terrorist perpetrating insecurity in our nation will be violent and short. Troops will stop at nothing to take them out of the battlefield.

The troops launched manhunt for senior terrorist leadership, who were of operational importance in terms of coordination of the terrorist attacks against troops and citizens.

“Troops are also hunting those that of symbolic value including all those declared wanted”, he said.

He said troops were actively fighting in various theatres of operation across the country and focused on destroying both the military capability as well as the will to fight of the terrorist and their cohorts across the country.

Accordingly, troops are hunting senior terrorist leadership that are of operational importance in terms of coordination of the terrorist attacks against troops and citizens. Troops are also hunting those that of symbolic value including all those declared wanted.

He stated that during the week under review, troops neutralised 227 and arrested 529 security liabilities.

“Troops also arrested 11 perpetrators of oil theft and rescued 253 kidnapped hostages. In the SS, troops denied the oil theft of the estimated sum of N1, 312,477, 050.00.

Furthermore, troops recovered 231 assorted weapons and 6,441 assorted ammunition. The breakdown as follows: 89 AK47 rifles, 40 locally fabricated gun, 59 dane guns, 2 pump action guns, 8 locally fabricated pistols, 6 x 36 hand grenade, 3 IED, one RPG 7 tubes, one RPG 7 charger, 4 AGL rounds, one barrel of QJC Gun, one barrel of PKT with receiver, one barrel of Dushka Gun, 250kg bombs used by NATO and Eastern Bloc aircraft and one MRAP.

Others are: 4,198 rounds of 7.62mm special ammo, 841 rounds of 7.62mm NATO, 88 rounds of 5.56mm, 16 rounds of 7.62 x 39mm, 99 rounds of 7.62 x 51mm, 956 rounds of 7.62 x 54mm, 242 live cartridges, one PKM magazine, 24 magazines, 6 baofeng radios, 8 vehicles, 69 motorcycles, 66 mobile phones, 12 cutlasses and the sum of N1,630,000.00 only amongst other items.

He said troops in the Niger Delta area discovered and destroyed 18 dugout pits, 34 boats, 5 drums, 4 receiver, 4 reservoirs and 97 storage tanks.  Other items recovered include 198 cooking ovens, 9 vehicles, 3 pumping machines, 2 speedboats, one outboard engine and 57 illegal refining sites.

“Troops recovered 1,442,700 litres of stolen crude oil and 154,650 litres of illegally refined AGO”, he said.

21 States To Commence Phase II of HPV Vaccination Exercise May 27

Twenty-one states of the federation will roll out Phase II of the Human Papillomavirus (HPV) vaccination exercise, starting 27th May, 2024.

This was revealed in a communiqué issued at the end of a meeting of the Nigeria Governors Forum (NGF), held on Wednesday in Abuja.

According to the communiqué signed by the Chairman, Nigeria Governors Forum (NGF) and Governor of Kwara State, AbdulRahman AbdulRazaq, the forum had received a briefing on the commencement of the exercise from its Senior Health Advisor, Dr Ahmad Abdulwahab on progress in the state involved, with expanding health insurance coverage and their performance on nutrition, as well as the Primary Healthcare (PHC) Leadership Challenge during the meeting.

In October 2023, the Nigerian government initiated the integration of the human papillomavirus (HPV) vaccine into the national health system, to immunize 7.7 million adolescent girls ages 9–14.

The launch which is spearheaded by the Nigeria Primary Healthcare Development Agency (NPHCDA), will accelerate the elimination of cervical cancer as a public health problem in Nigeria.

Trying To Make Naira Appreciate In A Hurry Won’t Work – Atedo Peterside

According to him, the best approach would be for the central bank to stabilize the naira to a level where they can sustain it for some time and gradually build the reserve.

The founder of Stanbic IBTC and ANAP Foundation, Atedo Peterside, says the urgency with which the President Bola Tinubu-led administration wants the naira to appreciate against the dollar and other foreign currencies is not the best approach to return the currency to a stronger position.

Peterside, on Thursday, exonerated the current administration from the depreciation of naira, but insists that hurrying to make the currency gain strength won’t work out.

According to him, the best approach would be for the central bank to stabilize the naira to a level where they can sustain it for some time and gradually build the reserve.

“I will be fair to this government, they inherited the exchange rate problem and what they have been doing is trying to manage it. Recently I would have thought, let’s get some stability around N1,300 or N1,400, don’t be in a hurry to appreciate the exchange rate.

“Going to sell dollar to bureau de change at N1,000, N1,050, those guys will turn round two weeks later and sell it at N1,400, N1,500 and they go away laughing. What’s the point for that?

“It’s better to have some stability they can sustain, keep between N1,300 and N1,300 which looks to be the natural equilibrium band today, keep it there for a while, build up your reserve to let confidence come back.

“So stop trying to appreciate the naira in a hurry, it’s not going to work,” Peterside said.

The naira which had earlier fallen to around 1,900 to a dollar later rallied to around 1,100 which saw it recently declared as the best-performing currency in the world.

However, the naira has again retreated to around 1,500 to a dollar in the black market.

He also advised the government should start doing things right to build confidence among investors and stop reckless spending that will make them look irresponsible.

According to him, the habit of doing five things right and doing two things wrong will not help the government achieve anything tangible.

The economist said that the direction of Tinubu’s monetary policy is on the right track but what is on the wrong track is the huge fiscal indiscipline that comes from the top now and again.

‘Nigeria doesn’ Nigeria doesn’t deserve royal visit,’ UK journalists slam Harry & Meghan for visiting Nigeria

A British journalist and presenter, Kevin O’Sullivan, has criticized the Duke and Duchess of Sussex, Prince Harry and Meghan Markle, for visiting Nigeria.

This comes after another British journalist, Christopher Wilson, drew backlash for comparing Nigerians to Nazis due to the royal couple’s visit.

The couple visited Nigeria to celebrate the Invictus Games, Harry’s tournament for wounded soldiers in Nigeria.

However, their visit has faced criticism from British journalists and royal supporters.

O’Sullivan, a presenter on TalkTV, stated that Nigeria doesn’t deserve endorsement from anyone, especially members of the royal family.

“The royal family doesn’t just go anywhere. These tours are planned years in advance and the countries that the royals honour with their visits are very carefully chosen.

“There’s no way our royal family would set foot in Nigeria, a country where female genital mutilation is rife; where women’s rights basically don’t exist; and where hundreds of kids are regularly kidnapped by extremist Islamic groups.

“This is not a country that should be endorsed by anyone certainly not our royal family and these two are naive in what they’re doing. They’re making this country look good when it doesn’t deserve it,” the journalist said.

Meanwhile, the King of England, King Charles III, has visited Nigeria four times, in 1990, 1999, 2006, and 2018.

O’Sullivan’s guest, royal correspondent and expert, Michael Cole also weighed in, calling Nigeria a dangerous destination.

“I couldn’t tell you the number of royal tours that I’ve been on and what you say is absolutely right. Nigeria, the foreign office and the American State Department both say it’s a dangerous destination, you must not go there. It vies with Johannesburg, South Africa to be the murder capital of the continent.

“In that country, there’s industrial scale, volumes of people who are ripping off people around the world, internet fraud, wholesale internet fraud, defrauding old ladies, stealing identities and none of that is ever prosecuted,” Cole said.

Cole, a former BBC journalist, also said he was puzzled by Prince Harry’s actions to visit Nigeria, stating that they defy common sense and reason.

Oyo State Government is set to recruit 7,000 teachers for public primary schools across the state. The state government also revealed plans to recruit 100 caregivers for special schools across the state.

This was disclosed by the executive chairman of Oyo State Universal Basic Education Board, Nureni Adeniran, during a press conference held at the Board Room on Friday.

He added that for the 7,000 fresh teachers to be engaged by the government, at least 75 per cent deficit of the gap will be plugged.

Adeniran said, “For so many months or years back, there has been a clamour for recruitment of teachers into public primary school, and as an agency, under whose purview we have these primary schools, a lot of requests, a lot of questions have been asked of us, and we have been saying, we are going to do it.

“Ahead of the last general election, a lot of questions were asked about this recruitment, and His Excellency, the governor of Oyo State, Engr. Seyi Makinde did promise that we are indeed going to recruit.

“So it is my pleasure to announce to the world that His Excellency Engr. Seyi Makinde, in fulfilment of his electoral promise, and response to the yearnings of the good people of Oyo State, occasioned by the dearth of teachers in our public primary schools, has graciously approved the recruitment of 7,000 teachers in our public primary schools.

Adeniran said efforts were ongoing to recruit the teachers in fulfilment of the state governor, Seyi Makinde’s promise to bridge the teachers’ deficit in the system.

“In addition, he also approved the recruitment of 100 caregivers in our special schools in the state. This recruitment, the process of which will commence very soon, needs to be brought into the hearing of the good people of Oyo State, especially the intending applicants, and this press conference becomes imperative because of various information that has dominated the media space in the last couple of months, or even years, wherein some scammers would go online and say, Oyo SUBEB is recruiting.

“I can say that we have denied that several times, over and over and over again, and your guess is as good as mine. Those who could do that, even when the approval has not been given, now knowing that the approval has been given, want to utilize the opportunity to scam the unsuspecting members of the public who are intending applicants for this particular exercise.

“So, I am coming out on behalf of the Oyo State Universal Basic Education Board to say that the approval has been given and we are already commencing the preliminary work on the stages of this recruitment exercise, which will also be made public at the appropriate time.”

He, however, warned the public against scammers, saying the government has not appointed any agent or agency to carry out the recruitment process but will make information available to the members of the public as soon as the recruitment begins.

“The essence of this press conference is to warn the unsuspecting intending applicants to be wary of scammers and to let them know that in the process of this recruitment exercise, the details of which will be brought out later, Oyo State government and Oyo SUBEB is not appointing anybody to serve as agents in this recruitment exercise.”

He added that applicants will be selected based on qualifications.

“Therefore, whatever the stages that will be followed to get this exercise conducted in a free, fair, and credible manner, will be emanating from this office under the signature of the Executive Chairman of the Oyo State Universal Basic Education Board.

“We also want to let the people know that if there is anything, even after we might have brought out the template on the stages or the procedures to be followed if there is anything or information required, people should not hesitate to come into the SUBEB headquarters to come and find out by themselves, and not rely on a second-hand or already midwife information that may not be true.

“I also want to say that no person has been empowered to collect a dime from anybody on account of this recruitment exercise. No person, whether staff or non-staff members, has been empowered to collect a dime from anybody on account of this recruitment. We want to use this opportunity to thank His Excellency, Engr. Seyi Makinde for living up to his words as he promised that this recruitment would be done, and he has thus fulfilled that particular promise.

He noted that the public would be notified of the application term, saying, “I want to say that at the next stage of the recruitment, we’ll let the world know how we want to go about it in terms of how the intending applicant will be able to put in their application, what the requirements needed, and where and when to do what would be made available at the appropriate time.

“But I want to say that every information regarding this particular recruitment exercise will be from us, the Head of Service as well as the Civil Service Commission. So these are the agencies and the MDAs that we will be working together to ensure a seamless process.”

Unizik Professor In A Serious Land Scam Of N13.9M

The Traditional Ruler of Isiagu Community in Awka South local government area of Anambra State, His Royal Highness, Igwe Austin Chukwuma, his cabinet members and other members of the community have been accused of defrauding a retired professor up to the tune of N13.9 million Naira in an alleged coordinated land scam.

The Monarch however refused to make comment on the allegation despite several calls and messages sent to him for response. But one of his subjects and Chairman, Land committee, Chief Sunday Ozumba said that it was not an entire Community issue but a personal deal which he said is being sorted out, internally.

“This is not an Isiagu affairs, it’s an individual, family affair versus Professor Nwabueze. The matter is being handled internally, no cause for alarm. It’s not members of the community, I’ve told you that the matter is being handled internally, just take it like that,” Ozumba said.

Narrating his ordeal, the victim and a retired Professor of Theater and Film Studies, Prof. Emeka Nwabueze lamented that he has lost all his life entitlement to a ring of land scammers in Anambra State.

He therefore pleaded with Governor Chukwuma Soludo, the Inspector General of Police, Kayode Egbetokun and every high authority to intervene on the matter and save him from an agony of old age.

According to Nwabueze, “Since 2020, I used my gratuity to purchase seven plots of land from Nwangelekwe Nwosu family in Ishiagu, Awka South LGA. Since then each time I go to work on the property, a crowd will come claiming ownership.

“I went to the Igwe and the town’s land committee and they gave me a clean bill and a certificate of authentication, still the destruction persisted. I went back and they insisted I should go and work, that I should deal with anybody who disturbs me.

“The last was on January 5th when despite my sickness I went to work there. The greatest trouble came up. They destroyed my working implements, seized some of them including the water tank and assaulted the workers.

“It was then that someone came to me and told me that I will be eliminated if I continue, that it is an organized crime in the town where they sell people’s land and set you up to fight the owner while they continue to smile to the bank, that the Igwe is the leader and that Christian Chukwuma Nwosu who sold the land is their henchman, that the land committee is a hoax.

“I then reported to Zone 13 of Nigeria Police at Ukpo and they made arrests. To cut a long story short, I obtained a court order to detain the seller and the agent who connected me to the land. They have been on detention issuing threats to me and my family.

“Now I heard that the Igwe of the town is going there to facilitate their bail. If they are left to go, that will be an end to the matter as one of them, Okoye, has continued to refuse to answer the police.

“I even talked to the Igwe yesterday and I’m in touch with the police up to the AIG. The police have been quite good but the plan to release is high. You never can tell. The agent who even added extra N3.5 million to the cost, criminally, Mrs. Teresa Beauty Dagga-Nweze is also being detained. The Igwe collects N560,000 from any purchaser and calls is Development Levy. I have my receipt.”

When contacted, the Assistant Inspector General of Police, AIG, in charge of zone 13, Ukpo, Anambra State, Mr Godwin Aghaulor confirmed that the two suspects were under his custody, but that some human rights acivists may become interested in the matter if the suspects are detained longer than necessary.
