INEC Chairman declares Anambra governorship election a success, says BVAS has come to stay

National Chairman of the Independent Nationa l Electoral Commission (INEC), Prof Mahmood Yakubu, has described the Bi-modal Voter Accreditation System (BVAS) as a voting tool that has come to stay.

Making the declaration during a meeting with Resident Electoral Commissioners on Tuesday in Abuja, Yakubu said that the success recorded from the November 6 Governorship Election showed that with time, the errors would be resolved.

“It is now over seven weeks since the conclusion of the Anambra Governorship election. Despite the challenging security situation in the State, the Commission was resolute in our determination to proceed with what many believed was going to be an impossible election to conduct.

“So too is the uploading of Polling Unit results on the INEC Result Viewing (IReV) portal in real-time on Election Day. We are convinced that the introduction of technology in voter accreditation and result management is better than the best entirely manual process. ⅘

It also increases public confidence in the process. We will continue to deepen the use of technology in our elections,” Yakubu said.
He expressed joy that the election passed off peacefully and the outcome adjudged to be free, fair, transparent and credible.

While thanking the staff of the Commission, as well as the National and Resident Electoral Commissioners who were deployed to supervise different aspects of the elections, the INEC boss also commended the security agencies for working cooperatively and professionally with the Commission to secure the environment for the peaceful conduct of the election.

“Our appreciation also goes to all the stakeholders from political parties and candidates; civil society organisations that deployed thousands of observers across the State despite the security challenges; the media for the extensive coverage of the election; the religious, traditional and socio-cultural associations for working for peace during the election; and the National Peace Committee for bringing parties and candidates to commit to peace before, during and after the election.

“Above all, the Commission appreciates the voters in Anambra State for their resilience and orderly
conduct.

“As you are aware, the Commission piloted two important technological innovations in the Anambra State Governorship election. The Bimodal Voter Accreditation System (BVAS) was deployed for the first time in a major election after the successful pilot in the Isoko South I State Constituency in Delta State in September this year.

The BVAS has replaced the Smart Card Reader for verification and authentication as part of our improved voter accreditation process.

“The new technology was designed in-house by INEC engineers. Like every new technology, glitches were observed and important lessons learnt.

“We wish to assure Nigerians that the Commission has reviewed the performance of the BVAS in Anambra State and there will be a tremendous improvement leading to optimal performance in future elections.

“The second technological innovation introduced in the Anambra Governorship election went virtually unnoticed by many Nigerians.

For some time now, dedicated portals were created by the Commission to handle different aspects of the electoral process. For instance, the nomination of candidates by political parties, including the uploading of nomination forms, is now done online. So too is the accreditation of election observers and the media.

In addition, and for the first time in the history of the Commission, the accreditation of polling and collation agents nominated by political parties was done online.

“This has ensured that all such agents were provided with identification tags bearing not only their party logos, names and other personal details, but personal photographs as well. In all, the Commission issued 63,745 identification tags to agents of the 18 political parties that sponsored candidates for the election.

This has sanitized the process and made the identification of ghost party agents easier. We will maintain the same arrangement for all forthcoming elections, including the 2023 General Election,” Yakubu added.

The INEC boss said that the Second Quarter of the CVR exercise have been  completed following its commencement online in June and physically at designated centres in July, saying that Nigerians were given weekly updates for the last six months.

According to the chairman, the Third Quarter of the exercise would commence in January next year.
He said: “The Commission is aware that Nigerians would like to know when the exercise will be devolved beyond our State and Local Government offices to enable more citizens to register. Secondly, for those already registered, they would like to know when their Permanent Voters’ Cards (PVCs) will be available for collection.

The Commission is working on these concerns and issues and will issue a comprehensive schedule for both activities early in the New Year.

Andy Ubah Never Participated in Anambra Election- APC Chieftain

George Moghalu, ex-National auditor of the All Progressive Congress, APC has said Andy Uba has no locus to challenge the victory of Chukwuma Charles Soludo, the candidate of the All Progressives Grand Alliance (APGA) in the Anambra governorship election.

Moghalu, a candidate in the party’s primary for the Anambra governorship election said this while reacting to the court’s judgement nullifying Andy Uba’s candidacy in the recently conducted election.

The APC chieftain in a statement by the Director of his Campaign Organization, Arch Okey Chukwuogo, on Tuesday, called the court verdict a clear vindication of the wishes and prayers of the entire members of the party in the state.

The judgement is expected because nobody sees illegality and calls it legal and fair is fair and it is good to take what belongs to everyone? Moghalu wrote.

I will be surprised if he goes to the appeal court and what are you appealing for when it is clear that no primary election was conducted in Anambra APC and by the judgement it means that Andy Uba was not a candidate in the said election.

He has no locus to go to the election petitions tribunal to challenge the victory of the APGA candidate that win the election which he was not part of and he did not participate in.

Universities Have Established Themselves As Part Of Nigeria’s Problems ― Aiyede, UI Don

A professor of political institutions, governance and public policy, Remi Aiyede has bemoaned that universities have forsaken their hitherto known responsibility of providing solutions to the nation’s problems but have now established themselves as part of the nation’s problem.

He noted that for universities to rescue Nigeria, they must rescue themselves by showing examples in leadership selection, high culture and performance, upholding standards in research, administration and the development and maintenance of infrastructure.

Aiyede stated this while delivering his Inaugural Lecture titled: “If Gold Rusts, What Will Iron Do? Politicians, Academics and Institution Building”, at Trenchard Hall, University of Ibadan, on Thursday.

Speaking, he averred that many university campuses were littered with poorly constructed buildings while existing structures and facilities were in deplorable conditions because administrators embark on self-aggrandizing expenditures.

Aiyede, especially, decried the succession crisis that characterised the appointment of the Vice-Chancellor of the University of Ibadan as a pointer to the fact that the culture of desperation for the position had spread through the university system.

Aiyede, an editorial board member of the Nigerian Tribune, chided university men and women who gleefully embrace crude behaviours in the quest for administrative positions in the universities.

Furthermore, he questioned how the university can convince the outside world of having the knowledge to solve societal problems when it cannot use knowledge within the university to solve university problems.

Aiyede said, “The decadence in the universities today and the crisis of governance call for the recovery of universities as demonstration centres of the capacity of society to solve problems.

“We can no longer host engineering departments without engaging them to solve the persisting electricity problems or host departments of administration without tasking them to resolve administrative problems on the university.

“It is indeed embarrassing for a university with a department of Computer Science to remain incapable of producing an effective, timely result management systems, not to talk of making results available and accessible in real time on the internet.

“Also, the university is supposed to be an example for society in the way we govern ourselves, in the way we select ourselves, in the way we use our resources to develop our campuses.

If the university cannot use science to develop themselves, how can they become rescuers of the society?”
On the role of political office holders in engendering a better society, Aiyede identified the dearth of understanding of the essence of power and how the modern state operates by those in positions of leadership as the problem of many politicians in Africa.

Though he noted that constitutional and institutional innovations were important, Aiyede argued that more imperative is the values that underline the behaviour of those in government. He stressed that politics demands a sense of responsibility with respect to the consequences of what one does but decried the absence of ethics of responsibility and dislocation from the goals of the state among politicians.

Aiyede identified the absence of a sense of responsibility and failure of public office holders to take responsibility for their actions as a major limitation to the building of institutions in Africa.

He stressed that the ethics of responsibility among politicians is more important for society to survive and grow, especially in a nation with a large number of people who are illiterate and not empowered.

On the quest for a federal structure, the scholar advocated for federalism that balances both political accommodation and economic prosperity.

He charged Africans to be ready to take responsibility for their society and must take responsibility when they behave in ways that go contrary to the good of society.

Aiyede added, “Politicians should pay attention to the consequences of their actions. This is because their actions have consequences for people now and future generations.

“Doing politicians without taking cognizance of the goals of society will lead to the destruction of a society because the state is an evil force and those who occupy offices of the state must recognise that so the idea is that they know that good can come out of evil.

“So, when you take up the positions of the state, you are interacting with diabolical forces and you have to be conscious of that which then means that Responsibility is very central to anybody who calls himself a politician.

“Those who don’t recognise this are political infants and do things that destroy the society.

“Politicians should not commit what Max Weber described as mortal sins where you go into politic  without knowing the goals of the society and not paying attention to the consequences of their action.”

1999 Constitution a “Rotten Egg” – Robert Clarke

Elder statesman, Robert Clarke has described the 1999 Constitution of Nigeria as a “rotten egg”, stressing that we can never make any progress with it.

Clarke, a Senior Advocate of Nigeria, SAN, made the statement on Monday while appearing on AriseTVs’ ‘Morning Show’.

He went further to state that:
“Outside the fact that it was a constitution written by the military, the whole concept of it doesn’t promote national growth.

A constitution that allows a man to be the governor for 8 years, after finishing that eight years, he goes to prison, what sort of constitution is that?

The constitution that allows a pauper who had nothing to enter that assembly to serve the public comes out today 5 or 8 years as a multi-millionaire, that is not the type of Constitution we want.

A constitution which allows 80% of the revenue of the country to be used in sustaining governance, that is no Constitution, that constitution has to be rewritten.

The Constitution, with the revenue Nigeria has, cannot maintain 36 States. This can only be maintained if there’s enough revenue accruable to this country.”

Clarke opined that the only way to come out of the of the various troubles facing the country is to restructure Nigeria into 8 geographical zones.
