Is Buhari a Nigerian? A must Read

By Ebun-Olu Adegboruwa, SAN

The President of any country is the number one citizen of that nation, all things being equal. He is first amongst equals, being the one that all other citizens look up to for leadership and direction. The President is the first ambassador of the nation and so the rest of the world views the country through the President. It is no wonder therefore that most laws defining the qualifications of those who aspire to the office of the President have a major requirement that the aspirant must be a citizen of the country; he must carry the life and blood of the nation, which would be the engine of the patriotism that he takes with him to that exalted office. You can imagine the embarrassment it will cause any nation to discover that its President is a foreigner! In Nigeria, under and by virtue of section 131 (1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), ‘a person shall be qualified for election to the office of President if (a) he is a citizen of Nigeria by birth’. It is therefore an anathema for anyone to aspire to be elected as the President of Nigeria when he is not a Nigerian citizen through the bloodline.

The Constitution is deliberate in putting emphasis on the phrase ‘a citizen of Nigeria by BIRTH’. In other words, Nigeria must run in the blood of the President and not just any type of citizenship. This is so because by virtue of section 26 of the Constitution, you can become a Nigerian citizen other than by birth, through registration or naturalization, but this category of citizens cannot aspire to lead Nigeria as its President. So, if it can be proved that anyone occupying the position of President of Nigeria is not a citizen of Nigeria by birth, then his presidency can be queried. On the other hand, even if a citizen has acquired that status by birth, his actions may give him out as one who has not shown enough patriotism to merit that citizenship. For instance, where the interest of Nigeria is secondary in the estimation of the President, in comparison with the interests of another nation, then there is no patriotism. This is why there is hue and cry about the true citizenship of Alhaji Atiku Abubakar, to the extent that cases have been filed in court to determine it. This would not have mattered had he not indicated his interest in the presidency of Nigeria, on the platform of the Peoples Democratic Party. And talking locally, there is still some unresolved controversy about the true identity of Senator Bola Ahmed Tinubu, who is also aspiring to lead Nigeria on the platform of the All Progressive Congress. Once you seek to be President of Nigeria, your citizenship automatically comes up for questioning.

At the beginning of his administration, President Muhammadu Buhari invested so much money conducting tests and surveys in the Lake Chad region, purportedly in search of crude oil, all of which amounted to nothing at the end of the day. Also, he took interest in the training and equipment of the armed forces of our neighbouring countries, yet insurgency has not reduced. It is reported that Nigeria supplies uninterrupted electricity to Niger Republic and that the latter is even indebted to us for this cause, when the people of Nigeria experience multiple national grid collapses every month. Charity must begin at home. There is no explanation that the President can offer, for seeking the welfare of the people of other nations over and above his own people, if he is truly a Nigerian. Let me share with you excerpts of a news report on this issue:

Since his emergence as the President of Nigeria in 2015, President Buhari has overwhelmingly opened Nigeria’s financial vault into providing strategic infrastructural development for the Nigerian neighbours, despite the nation’s poor financial standing.

1. The projects executed in the last seven years include a $2billion standard gauge railway project the Nigerian government is constructing from Kano to Maradi in Niger Republic, a project President Muhammadu Buhari flagged off in February, 2021. The project, which was awarded to a Portuguese Construction Company, Mota-Engil, involved the construction of 284 kilometres standard-gauge line with 12 stations from Kano in northern Nigeria to Maradi in landlocked Niger Republic. The project was funded through an external loan of $4.054b, approved by the National Assembly, in 2018.

2. In July 2018, Nigeria and Niger Republic agreed to collaborate to construct an oil pipeline and refinery. They agreed that while the proposed refinery will be located in Katsina State, northern Nigeria, crude supply will be through the pipeline from Niger Republic’s oilfields in the Ténéré desert. The MoU for the two projects, which are expected to cost about $2billion, was signed by the two countries’ energy ministers and witnessed by Buhari and his counterpart from the Republic of Niger, Mahamadou Issoufou.

3. In November 2020, the Nigerian government, through the Ministry of Petroleum Resources, headed by President Buhari himself, signed a $2b refinery project to import fuel from Niger Republic, a country that only joined the league of oil-producing countries in 2012.

4. On the 27th of February, 2020, the Federal Executive Council (FEC) approved N29.2 billion for the construction of two roads linking two Northern states to the border of Niger Republic. Minister of Works, Babatunde Fashola said he had presented memorandum of understanding (MoU) to FEC for approval to construct a 46 kilometre road from Balle in Sokoto State to Niger Republic border at the cost of N9.5 billion.

5. President Buhari last Wednesday was also reported to have directed the Minister of Finance, Budget and National Planning, Zainab Ahmed to release the sum of N1.14billion for the purchase of 10 Land Cruiser Jeeps, to the government of Niger Republic. The approval was based on the requests for supports by the government of Niger Republic. The vehicles, it was gathered, would “assist the country in the transportation and movement of VIPs, high-ranking officials, top government functionaries and visitors scheduled for official visit to Niger at this time of its nascent democracy, with all its attendant consequences on their collective and individual security and safety of lives and property.”

The immediate issue arising from these ‘philanthropic’ gestures is whether there is any economic benefit for Nigeria from this self-serving largesse. Which item of value is Nigeria producing for export to Niger? Or what is Nigeria importing from Niger that has warranted such humongous expenditure on infrastructure to that country? With the worsening situation of roads in Nigeria, farmers suffer untold hardships to move their farm produce from one region of Nigeria to the other. Some spend days upon days on the road in order to transport their goods from one State to another. And when the economic costs of diesel are added to this, plus insecurity and other criminalities, the prices of these goods go beyond reach. It will be right to opine that the main purpose of the rail line to Niger Republic is to assist in transporting citizens of both countries. Now, it has recently been established that many of the insurgents troubling our land are remnants of the rebels in Libya and they entered Nigeria through the land borders in the Northern part of the country. Since their dressing, language and outlook are similar to those of our brothers in those regions, it becomes very difficult to isolate them or even stop them. What is certain is that the rail line will help the influx of insurgents into Nigeria, so that at the end of it all, we would have deployed our own resources against ourselves, leaving our farmers stranded and frustrated.

This is the basis of the title of this piece, to discover the motive of the President for some of these strange actions. What is so special about the Niger Republic that qualifies it to benefit from our scarce resources? How do you take oil revenue from the decrepit and abandoned Niger-Delta region, with all the people traumatized and dehydrated from the wicked effects of oil exploration and exploitation, from the flames of gas being flared in that region uncontrollably, to give to foreigners who turn around to kill and maim our people? How do we open up our borders to terrorists by way of an open invitation? Is President Buhari truly a Nigerian? What is his affinity with the Niger Republic?

The National Assembly has the onerous responsibility to call the President to order on these phantom projects that bear no direct economic value to us as a nation. A project such as a rail line from Nigeria to Niger Republic will surely involve crossing our territorial borders. Who will save our land? Who is speaking for Nigeria? From the disclosures made by the former Minister of Transportation, Mr. Rotimi Amaechi, Nigeria took huge loans from China to be able to fund the Nigeria-Niger rail line. So, in point of fact, we do not even have the resources to feed the greed of the Niger Republic or the largesse of the Nigerian President. You and I (and maybe our children) will have to pay back this loan one way or the other, since the rail line itself is not commercially viable to pay it. Meanwhile, Nigeria has shut down many of its rail lines due to threats from the same insurgents that the President has extended his good gestures to. So, I ask the question again, is President Buhari a Nigerian by birth? Does he have Nigerian blood flowing in and through him? Does he feel what farmers in Nigeria feel? Is he aware of the hurdles that our people go through navigating on the road from one State to the other? If he has no direct plans to ameliorate these sufferings why add to them? Is Buhari a Nigerian or a Nigerien (from Niger Republic)?

Anambra University Protest Over Non- Payment of Salary for Many Months

Primate, Church of Nigeria, Anglican Communion, His Grace, Most Rev Henry Ndukuba, at the weekend commissioned Law faculty building of Paul University, Awka, Anambra State, ANAMBRA PEOPLE reports.

This came as staff members of the University used the occasion to protest the nonpayment of their salaries for about 28 months.

The law building, named after Archbishop of Niger Province, His Grace Rt Rev. Alexander Ibezim, was inaugurated by the Primate and Archbishop of Enugu Diocese, Rt. Rev Emmanuel Chukwuma, and other bishops from various dioceses across the country.

The Primate had also dedicated Renaissance Modern Polytechnic Mbaukwu and Millennium College of Nursing Sciences, Awka.

The protesters who carried placards with various inscriptions including, “Working without payment is unscriptural”, “starvation is the worst form of attack, pay your staff or shutdown”, “Primate have mercy on us”, said the debts ranged between 14 to 28 months.

Speaking on behalf of the protesters, acting ICT Head, Chidi Gabriel, said while the Adjunct staff were being owed 28months, those on contracts and regular engagements were owed 24 and 14 months respectively.

He said it was unfortunate that an institution jointly owned by 55 dioceses would find it difficult to pay its staff.

He, however, absolved Archbishop Ibezim who he said had cushioned their suffering through provisions of periodic bailout funds.

He said: “We have been working these months without salary and they have been making promises without any fulfilment. Imagine what our families are passing through without salary?

There’s a saying that a goat owned by the public dies faster. That’s our experience in this school. Why not shut down the school if they can’t afford to pay?”

Reacting, the Primate assured them he had waded into the matter, adding that their grievances were receiving attention.

He said: “Your issues are receiving attention. I’ve stepped into the matter.

The labourer deserves his wages. I stand with you and feel your pains. I and other Bishops, Senate and management will put heads together to ensure your matter receives attention.

“I’ve directed that some money be released to attend to the issue. In due time you’ll hear from us.”

Stop Giving Wrong Informations to the Public about our Demands- ASUU to FG

The Academic Staff Union of Universities (ASUU), yesterday, accused the Federal Government of misinforming Nigerians about their demands, just as it said that it never had it so bad with past administrations as far as negotiations are concerned.

The ASUU President, Prof. Emmanuel Osodeke disclosed this while reacting to the Minister of State for Labour and Employment, Festus Keyamo’s claim that it was unrealistic for the Federal Government to borrow money to end the five-month-old strike.

Osodeke in an interview with The Guardian, in Abuja, said that the claim by Keyamo that ASUU was demanding N1.1t naira to end the industrial action is false. He, therefore, urged the Federal Government to stop misinforming Nigerians.

We have never had it this bad in the history of Nigeria, because we never had any situation where we would have an agreement with the government, only for the government team to disappear…We’ve never had it this bad!

He said: “We’re not saying give ASUU this money; we are saying refurbish Nigerian universities in such a way that it can attract students from all over the world. That’s the major thing we are asking for. It’s not about ASUU.

“We’re asking for that money for Nigerian students, and Nigerian parents. The money is for building infrastructure, upgrading libraries, hostels, and lecture theatres so that students will not be having lectures through windows; so that students will not be sitting on the floor during lectures. That’s what we are asking for. Just like you have in other countries, even our neighbours here, Benin Republic and Ghana. That’s what we are asking for.

The ASUU president added: “We are also saying that lecturers must earn competitive salaries so that we can have lecturers from all over the world come to our universities to teach, just like we’re going outside. Those are the things that we are asking for.

Osodeke said that negotiations with the government have not been fruitful owing to the actions of some government officials at the federal level.

“On two occasions, we have negotiated and reached an agreement with the team that was set up to meet with us, which did not come from outer space; a team that was set up by the President. On both occasions, the government team will not come back to us but will go out and start misinforming the public. Honestly, we have not had it this bad since ASUU started having issues with the government.

The Federal Government agreed to inject a total of N1.3 trillion into public universities, both state and federal, in six tranches, starting in 2013 after the union decried the deplorable state of the institutions.

In 2013, the government was to release N200 billion and release N220 billion each year for another five years.

After releasing the first tranche, the government stopped releasing the funds. In 2017, it, however, released N20 billion. In 2020, it promised to release N25 billion.

ASUU rejected the offer, insisting on N110 billion, which is 50 per cent of the N220 billion that it demanded, but the government declined, citing paucity of funds.

Parents beg ASUU to Call of Strike, FG can’t meet their Demands- Festus Keyamo

The Minister of State for Labour and Employment, Festus Keyamo, has called on Nigerian parents to appeal to the Academic Staff Union of Universities, ASUU, to call off their lingering strike.

Speaking on Channels Television’s Politics Today, Keyamo stated that the government had done its best and appealed to parents whose wards are affected by the ongoing strike to beg ASUU.

Should we go and borrow to pay N1.2 trillion yearly? You cannot allow one sector of the economy to hold you by the jugular and then blackm@il you to go and borrow N1.2 trillion for overheads when our total income would be about N6.1 trillion. And you have roads to build, health centres to build, other sectors to take care of.

I will tell the parents, everybody to go and beg ASUU like the President said the other time, those who know them should appeal to their sense of patriotism. The nation can not ground to a halt because we want to take care of the demands of ASUU.

The moment ASUU went on strike we intervened. What is the manner again beyond that? The moment they declared the strike even when the strike began, we called them to a meeting. What manner is more than that? It’s not that we left them, to go on strike first and we were sleeping. And three months later we said okay can we start talking. The moment they declared, we immediately called them and said let us start talking. And as the talk started they still went on strike.” He said.

The academic union embarked on a 30-day warning strike on February 14 over the federal government’s failure to honour agreements signed by both parties, and the strike has lingered to this date. The union is demanding the withdrawal of the Integrated Payroll and Personnel Information System, IPPIS, and the adoption of the University Transparency and Accountability Solution, UTAS. They equally seek the University Peculiar Payroll and Payment System, U3PS or UPPPS for the non-academic unions, among others.

Tinubu will run Nigeria exactly like Buhari: Festus Keyamo

Bola Tinubu will run on the template of President Muhammadu Buhari if elected president in 2023, his campaign spokesman Festus Keyamo clarified on Friday.

Presidential Candidate Tinubu is seeking to succeed his partyman in the next dispensation but there have been concerns about the direction his government would run given the woeful performance of the incumbent.

Mr Tinubu’s associate and former party chairman Adams Oshiomhole had on Thursday sought to extricate Mr Tinubu from the failure of the Buhari regime, claiming his man has not been part of the government.

But Mr Keyamo, a serving junior minister for Labour and Employment said Mr Oshiomhole was misinterpreted by the media.

“It is the same APC template that both leaders (Buhari and Tinubu) that they will use,” Mr Keyamo said in an interview on Channels TV on Friday night.

I saw one misleading headline from one of the papers yesterday and I laughed. It was  misleading, misinterpreting what one of our leaders said. That we were distancing ourselves from the records of Buhari. That is utter nonsense. Like I said, we are proud of the record of the APC.” The APC chieftain said.

Mr Keyamo emphasised that Mr Tinubu is proud of the achievements of the Buhari regime. He said Mr Tinubu may however choose to improve on certain aspects of governance “on the same template of progressivism.”

Nigeria has regressed on almost all indexes of national development in over seven years of the Buhari regime with worsening insecurity and the economy in comatose. Public universities have been shut for about six months as lecturers continue agitation over poor condition of service.

In 2018, Nigeria displaced India to become the world’s poverty capital, according to a report by Brookings Institution, while Nigeria’s total public debt hit N41.60 trillion under the watch of the Buhari-led regime, according to the Debt Management Office.

The Story Of Genocidal War Against Biafrans Must Be Told- Soludo Commissioner

Anambra State Government has re-introduced History in the school’s curriculum with effect from the next academic session.

They stopped teaching of History in Nigeria because they didn’t want this generation to know about the genocidal war against Biafrans in 1967-1970

Now that Soludo has re-introduced the History in Anambra school system to tell the History of how children of Igbo people were starved to death .

This was made known by the Commissioner for Education, Prof. Ngozi Chuma-Udeh while interacting with Education Secretaries of Anglican and Catholic Dioceses in her office at Jerome Udoji Secretariat, Awka.

The commissioner said that History as a subject has made a comeback in schools but with a slight adjustment as the history of Igbo man dating from pre-colonial, colonial and post-colonial eras has been included in the scheme.

“The present administration thought it wise to adopt this strategy because Igbo heritage is on the blink of extinction.

“Books on the subject will be out before the next academic session which begins in September this year.

Soludo’s Daughter Sets To Promote Anambra Brand

Ms Adaora Soludo, daughter of the Governor of Anambra State, Professor Chukwuma Soludo, is set to organize one of the biggest fashion carnivals in South East Nigeria on the Anambra soil.

The fashion show, named “The Anambra Fashion Expo 2022”, is a brainchild of her clothing brand, Aorah, which has made incredible foray into Europe and America in the last couple of years.

According to the Ms Soludo, the Anambra Fashion Expo, scheduled for September 16 this year, is geared towards activating the fashion ecosystem in Anambra State and to give local talents in Anambra State and beyond an opportunity to embrace the global stage with their potentials.

She noted that the event which will hold in Awka, Anambra’s capital city, will bring together the entire local fashion cycle in one place at one time, with approximately 800 persons in attendance and millions of others who would follow virtually from all over the world.

The governor’s daughter explained that the event is designed to be the most glamorous celebrated across the entire south east landscape, with immense reward for participants.

Ms Soludo also noted that the Anambra Fashion Expo is one of her own ways of supporting Governor Soludo’s Anambra-first policy, emphasizing that the show will reinvigorate Anambra’s entertainment and tourism base and rejig the interests of Anambra youths in fashion and productivity.

The show’s theme, “In Between Time for All Times”, captures emerging trends and creativities in the industry and how young talents can maximize them.

Meet Anambra Doctor who Donated 1million$ to his Alumni, University of Ibadan

The acting Dean of Medical College, University of Ibadan, Prof Adebola Ogunbiyi ,invited all the old students who are now doctors produced by the college to a zoom meeting.

The reason for the meeting was not farfetched.

The professor was sick with worry about the infrastructure decay and rot at the medical college she oversees in Ibadan.

She is aware that the Nigerian government is too broke to fund it, so she came up with a master stroke, which was to tap into the resources and social capital of the alumni produced by the medical college scattered all over the world to give the medical college a facelift.

A Zoom meeting was fixed on Monday, two days ago, and the link was sent to the former students of the medical college.

Starting off the meeting, Prof. Ogunbiyi narrated the challenges and plight the current medical students at the college are facing.

The current medical students of the college need a new hostel and their classes also need to be refurbished.

The acting Dean of the college ended her speech by appealing to the alumni of the college to support her in rebuilding and restoring the lost glory of the medical college.

Her speech opened the floodgates of donations from the medical doctors produced by the Medical College, University of Ibadan.

The donations were coming in trickles.

N1 million naira here

N200,000 there.

Until it got to the turn of Dr. Philip O. Ozuah (attached in the picture), an old student of the college who is currently the President and CEO of Montefiore Medicine in New York.

Philip Ozuah did not say too much as he went straight to the point of making a donation of $1,000,000 (700,000,000).

In his words, UI’s medical college shaped and refined him into the man he is today, so he has the duty to give back to the school.

When Dr. Philip announced the $1,000,000 donation, all of the old students in the zoom session began shouting, “Wow!” Wow..

Even the dean, who called the zoom meeting, was speechless as she did not see that coming.

None of the old students of the medical college could donate again since Ozuah had set a standard they could not match.

From shouting Wow! Wow! The Zoom fundraising meeting came to an end with the closing prayer said immediately.

It should be noted that Ozuah had his medical degree certification at the University of Ibadan and did his internship at the University of Nigeria Teaching Hospital before he proceeded to Southern California for his Master’s program and got his PhD from the University of Nebraska-Lincoln.
