Flooding: Ngozika Estate Residents Beg Soludo For Help

Some residents of Ngozika Housing Estate, Awka, Anambra State, have begun to lament perennial flash flooding wreaking havoc in the estate.

The ravaging flood, which came, following last Monday morning’s rainfall around Awka and its environs, surged into the Priest’s House of Sacred Heart Catholic Chaplaincy, Ngozika Housing Estate,Awka ; that of St Charles Borromeo Catholic Church; the residence of one Mr. Solomon Ubani, among others, all in Awka.

Some of them who spoke to our reporters, blamed housing developers, whom they alleged to be encroaching on the water channel, as well as government officials, for the cause of the perennial flooding, and appealed to the Anambra State Government to come to their aid in finding a lasting solution to the menace.

One of the residents and Chairman, Ngozika Estate Residents Association, Sir Charles Mbakigwe, said the situation had been in existence since 2012, but the worst happened five years ago at the Priests’ House, with the next one pulling down some buildings.

‘In 2017, government did some palliative work on the canal, but it wasn’t quite well done; so after some time, the problem came back; now we’re still living with the problem.

‘To compound it, some developers encroached on the sides of the canal with impunity. As we tried to stop them, the Estate Officials gave us the impression that they had appropriate authorization to do what they were doing including selling lands close to the drainage way against the original plan of the estate.’

He further noted that in 2022, the Association spent not less than ₦480, 000 on the entrance gate of the estate to evacuate the channel there, because whenever it rained, it became difficult for the policemen guarding them to come out from their office there.

‘This is because part of the drainage there was built upon by developers, sometimes in collaboration with some staff of the Housing Corporation,’ Mbakigwe stated.

‘As a matter of historical reference, this estate was started by Mbadinuju, but abandoned and it became a safe haven for criminals and herdsmen. But when Peter Obi came onboard, he decided that instead of leaving this place like that, it should be sold out.

‘So, they valued the various houses in the different stages of completion, and sold them off. The previous government used it for campaign because they counted it as one of their prime projects, and it was attractive.

‘So, we’re appealing to the state government, who always steps on this achievement to go into power, to find a way of assisting us,’ he urged.

Also, the Chairman, Flood Control Committee, Sacred Heart Parish, Engr Dr Patrick Obi, and some other members of the committee, including Engr Matthew Odiegwu; Engr Francis Obidike; Lady Ngozi Chilokwu; among others, said the residents had reported the situation to the government a number of times in the past, but no meaningful effort had been put in place due to lack of political will on the part of the government to work on the water way.

They explained that Peter Obi’s Administration came up with a particular design which Willie Obiano’s Government tried in 2017 to execute but left it uncompleted due to lack of political will.

The residents appealed to the state government to help the Anambra State Housing Development Corporation, ASHDC, to look into the water channel with a view to widening it, and also called land excavators in the area to order and demolish whatever that was along the water way to allow the flood flow into the Ezu River.

In his response, the Chaplain of Sacred Heart Parish, Rev Fr Chigozie Jidere, said the church always got over flooded any moment it rained.

The Chaplain therefore, urged the government to act quickly to distil the water channel so that whenever it rained heavily, the volume of flood could be contained.

A worshipper at St Charles Borromeo Catholic Church, Rock Land, Ngozika Estate, who pleaded anonymity, described the flood situation in the estate as frightening.

‘The whole situation gives me sleepless nights. Once there is rain I cannot sleep again, I become afraid and restless,’ she said.

She explained that the cause of the flood was that the canal was no longer deep and needed to be cleared of all blockages.

Another resident, Mr Ubani, whose compound was still soaked with water at the time of the visit to the area, described the situation as horrible, pointing out that during every rainy season the residents became apprehensive of what they would face as regards flood.

However, another resident, Dr Nkiru Akabuike, who expressed hope that the state government would soon respond to the calls of the residents, also called on the Federal Government to intervene in the situation, arguing that it was a natural disaster that could cost huge amount of money to tackle.

Another concerned resident, Prof. Greg Chukwudi Nwakoby, the Vice Chancellor, Chukwuemeka Odumegwu Ojukwu University (COOU), Igbariam, in Anambra State, who spoke with Fides through the phone, sympathized with his fellow residents suffering from the menace.

Nwakoby, a lawyer with specialization in Property and Commercial Law, described the situation as very pathetic and yet not lacking in remedies.

He however blamed both the Housing Authority and the residents for what is happening there.

‘On the part of the Housing Corporation, they allocated lands up to the areas of the water, thus, part of what was allocated encroached into the water area,’ he said.

Prof Nwakoby described it as unfortunate, most embarrassing and unacceptable in estate management. He observed that some of the residents to whom land was allocated, in the course of building, exceeded the area given to them and then encroached into the water area.

He expressed worry that some people living along the water channel now dumped their refuse into that water area. These activities, according to Prof. Nwakoby, narrowed the water area in that particular environment and starved the water of its escape route.

The Vice Chancellor insisted that the Housing Corporation should go round the affected areas, mark and knock-off the buildings causing the problem.

‘Knock them off and let them contain themselves within the area of land allocated to them. The Housing Corporation should drain that place and build a very big channel that could take care of the volume of water coming. The big channel that exists in the Uche Ekwunife area is the type that the Housing Corporation should begin to think about and to have it right down in the water area and extend it down,’ Prof. Nwakoby explained.

When contacted, the Managing Director of ASHDC, Mr Chike Anyaonu, said the corporation had been trying to find a lasting solution to the flood menace.

Mr Anyaonu, who spoke with Fides through the phone, said the problem was not a matter that started today but had been there for long.

‘The corporation is so much concerned about the situation; we have been trying to profile what can be done to bring a lasting solution to the problem.

‘The governor recently gave a directive after several appeals. We were directed to meet with the Commissioner for Works and we have been visiting the site also with the commissioner.

‘Another one is that recently, the people in charge of erosion in Anambra State were involved- They are doing their own beat because the problem is not one the Anambra State Housing Corporation can handle alone. This is because that canal belongs to the state. That is the reason why the state is involved,’ Anyaonu said.

He posited that the agency in charge of watershed and erosion control was doing its best and studying the velocity of the damage caused by the erosion in order to come up with a lasting solution.

FULL LIST: Tinubu Renames Airport After Buhari and others

President Bola Tinubu, has renamed some federal airports after several prominent Nigerians.

The renaming of the airports was announced in a memo released by the Federal Ministry of Aviation dated June 1, 2023, and signed by Mrs Joke Olatunji for the Director of Airport Operations on Monday.

The statement noted that the President renamed the airports “as part of reforms of the Aviation sector.”

The Maiduguri Airport was renamed after the immediate past President Muhammadu Buhari and the Port Harcourt Airport after the late nationalist Obafemi Awolowo, while the Nasarawa Airport immortalised the late founder of the Sokoto Caliphate, Usman Dan Fodio.

Also, the Benin Airport was renamed after the late Oba of Benin, Oba Akenzua II, Ebonyi Airport after the late Senate President Chuba Okadigbo, and the Ibadan Airport after the late Premier of the old Western Region, Ladoke Akintola.

Abia State Gov. Sets up Panel to Recover Government Properties

Abia state Governor, Dr. Alex Otti, has set up a judicial panel of inquiry to recover government properties and funds allegedly looted during past administrations in the state.

Otti had a week after his inauguration, urged those in possession of government properties to return them to the government.

Secretary to the State Government, Prof. Kenneth Kalu, who disclosed the setting up of the panel, in a statement, listed Justice Florence Ikwuoma Duruoha- Igwe , as the chairman while members include Prof. Ogwo Ekeoma Ogwo, Mazi Ugochukwu Okoroafor, Rev. Fr. Alex Okonkwo and Prof. Ursula Ngozi Akanwa.

The SSG explained that the terms of reference of the panel and date of inauguration would be made known to the chairman of the panel.

He said; “The Governor of Abia State has approved the constitution of a panel of inquiry on the recovery of government properties and funds belonging to Abia State. In view of the above, I’m pleased to convey the Governor’s approval appointing your Lordship as the chairman of the panel. Terms of reference and date of inauguration will be duly communicated to your Lordship.”

Prof Chinedu Nebo Got A New Appointment

The Bishop of on the Niger Diocese, (Anglican Communion) Dr. Owen Chiedozie Nwokolo, has approved the appointment of principal officers for the newly established university on the Niger, Umunya, Anambra State.

A statement by one of the aides to the bishop, Ndubuisi Emedozi, obtained in Onitsha on Sunday, said Prof. Chinedu Nebo, has been appointed pioneer Vice Chancellor of the university, while Lady Odisa Chinyelu Okeke, was named the Registrar of the institution.

Before his current appointment, Nebo, a professor of engineering, and former Vice Chancellor of two federal universities in Nigeria – University of Nigeria Nsukka (UNN) and Federal University, Oye Ekiti (FUOYE), Archdeacon of the Anglican Church also served as Provost, Church of Nigeria (Anglican Communion).

Earlier today during the Trinity Ordination of Priests, Bishop Owen Chiedozie Nwokolo announced the appointment of Very Rev. Prof. Chinedu Nebo, CON as the Pioneer Vice Chancellor, University on the Niger, Diocese on the Niger, Anglican Communion. Recall, the University was recently licenced by the Federal Government of Nigeria.

Prof. Ositadimma Chinedu Nebo is a Provost Emeritus in the Anglican Communion, a professor of Engineering and equally the former Vice Chancellor of the University of Nigeria, Nsukka, who was succeeded by Prof. Bath Okolo. He was appointed Minister of Power by the Nigerian former President Goodluck Jonathan on February 4, 2013.

Equally, the Diocesan, Bishop Owen Chiedozie Nwokolo named Lady Odisa Chinyelu Okeke as the Pioneer Registrar of the newly licensed University on the Niger, Umunya. Lady Okeke was the 2nd Substantive Registrar of Alex Ekwueme Federal University Ndufu-Alike, Ebonyi State(AE-FUNAI).

Until her recent appointment, she was on Sabbatical Leave at the Kingsley Ozumba Mbadiwe University (KOMU) Ideato, Imo State.

The Institution is billed to admit students in the 2023 /2024 Academic Session, and it is expected to take off with four faculties and 17 departments under them.

The faculties include:

Fuel Subsidy Is A Scam – Tinubu to Nigerians in France

President Bola Tinubu on Friday told Nigerians in France that he removed fuel subsidy because it was a scam.

Tinubu spoke in an interactive session with Nigerians living in France.

He explained that fuel subsidy is disincentive to growth as it rewarded smugglers and reduced the burden of real cost of the commodity for some countries.

The president said the Special Adviser on Monetary Policy, Wale Edun and Special Adviser on Special Duties, Communication and Strategy, Dele Alake, had excluded fuel subsidy removal in his inaugural speech, but that he felt it was expedient to stop the subsidy on the first day.

“It was the next day I called the GMD of NNPL,’’

However, Tinubu assured Nigerians of repositioning the education and health sectors, while the ongoing reforms on the economy will be sustained and expanded, with a view to relieving families struggling with the burden of poverty and insecurity.

The Nigerian leader said more creative and innovate policies will be explored and implemented in areas that directly impact livelihood of Nigerians, like electricity sports and energy.

“To all of you, our hope renewed,’’ he said, welcoming plethora of suggestions going forward for the economy, and explaining some of the short-term and long-term framework for providing growth opportunities for individuals, families and institutions.

President Tinubu said the interest of Nigerians will always be protected, even in engagements with the international community, governments and multilateral institutions on global issues relating to climate change, energy transition, food security, trade, security and diplomacy.

We have transport challenges, electricity challenges, infrastructural challenges and others. I let out the giant elephant of fuel subsidy without bringing down the house,’’ he said, adding, “Our diversity is our asset, if we know how to use it.’’

“We must promote unity and stability for all. Whether you voted for me during the elections, or not, I am your President. I will work on your behalf to ensure a turning point of prosperity,’’ the President told the gathering of professionals, including David Alaba, a footballer.

The President said he was presented with an option of meeting with a handful of Nigerians in France, but he preferred a larger number, pledging to be persistent, determined and focused on reforms for a better country.

Nigeria’s Ambassador to France, Kayode Laro, thanked the President for accepting the proposal for the meeting with Nigerians on short notice and tight schedule, while the Chairman of the Nigerians in Diaspora Commission, Abike Dabiri-Ereluwa introduced some of the experts in France.

We have Nigerians who are doing great today among us. We have the diaspora day and diaspora investment summit that provides opportunities for us to celebrate them, and attract new interests,’’ she said.

Prof Emmanuel Iga, Abiodun Odunuga, Anino Elawa, commended the President for the great steps taken in three weeks to reposition the economy.

“You have shown we have a committed and competent leader. You are the first President, who has no godfather. You are your godfather. We are impressed with removal of subsidy and streamlining of foreign exchange. We will wait for the palliatives,’’ Iga said.

Nigerians at the event assured President Tinubu of their full support for his progressive ideas.

B) All the votes recorded to Tinubu were wasted due to qualification/disqualification of Tinubu and Shettima

C) On the basis of the remaining votes (after discountenancing Tinubu and Shettima) , Obi scored majority of the lawful votes cast in 2/3rd of the States And the FCT, therefore met the requirements to be declared winner

2) 25% in Abuja
That it be determined that Tinubu failed to score 25% in the FCT hence ought not to have been declared winner.

3) In Alternate, a Fresh Election

Order the cancellation of the elections and order INEC to conduct a fresh one that Tinubu & Shettima shall not participate in

4) Alternatively, that they get elected by majority of lawful votes cast

That it be determined that

A) That Tinubu was not duly elected by a majority, therefore his declaration as winner is unlawful, unconstitutional and of no effect

B) Based on the valid votes cast, Obi scored the highest number of votes in 2/3rd of the States and the FCT and ought to be declared winner

C) An order directing INEC to issue Certificate of Return to Obi as duly elected President be issued

A) That the Presidential elections conducted on Feb 25th, 2023 is void on the grounds that it was not conducted in accordance to the Electoral Act 2022 and the Constitution of the Federal Republic of Nigeria 1999 as amended

Gov Peter Mbah Avoids Tribunal Over NYSC Certificate

Governor Peter Mbah of Enugu State, on Friday, failed to appear before the Governorship Election Petition Tribunal.

Recall that the Tribunal had on Thursday, ordered a substituted service of a subpoena on Mbah through his lawyer.

This was following an application by counsel to the People’s Redemption Party, PRP, Barr Alex Amujiogo.

The subpoena was immediately served on Mbah’s lawyer by Amujiogo.

However, when the case came up today, Friday, the PRP counsel told the Tribunal that Mbah did not honour the summons.

Amujiogo said, “This Honourable Tribunal had on June 22, 2023 made an order that the subpoena be served on Barr Peter Mbah through his counsel. We have since done that for him to appear today.

“My Lord, it is obvious that he is not in court under the pretence of immunity.

“And today is my last day for me to close my case; my hands are tied and I have no choice but to close my case.”

When asked of his next line of action, Amujiogo told journalists: “It is now left for the tribunal, in the course of this matter to know the next step that they will undertake as regards his refusal or inability to appear today before the Tribunal; let us watch and see the battle will be like, between the tribunal and the governor.

“It has two legs- the tribunal can exercise its power of sanctions against the person who refuses his order; you also know that judgement is always at hand; it is the last option. The ball is on the court of the Tribunal to do things one way or the other.”

However, the lead counsel to the Peoples Democratic Party, PDP, Barr Anthony Ani (SAN) told journalists after the Tribunal sitting that the petitioner did not comply with the provisions of the law while serving the subpoena.

He said the Governor was ready to appear had the petitioners done the right thing.

According to Ani, “The petitioner has not complied with the mandatory provisions of the law; the default provision, respecting election petitions, is the Federal High Court Rules, which is very clear on service of Subpoena Testificandum or Duces Tecum.

“Now when you serve a subpoena, that subpoena should have been filed alongside the originating process, that is the petition.

“And in filing it, you have to comply with the relevant order; I think Order 3, Rule 4 of the Federal High Court Rules and serve the witness you are subpoenaing with what we call Form 1A; that form 1A, with mandate the witness to file witness deposition on oath, and then you also serve the witness you are expecting with your pleadings.

“In this case, they should have served the governor with the petition, to enable the Governor file a deposition on oath, and then come to court to adopt that deposition.

“So you don’t serve just ordinary paper, that’s what the Court of Appeal called it, you don’t just serve only the subpoena without the accompanying documents. If they had complied with the provisions of the rules of court, I’m sure the governor must have been here;

“There is no issue of immunity here; if they had done the proper thing, the governor would have been here, but they didn’t comply with the law, if you comply we will comply, if you don’t, we won’t comply.”

Meanwhile, the Tribunal led by Justice K. M. Akano adjourned the case to June 24, 2023, for the 1st Respondent (the Independent National Electoral Commission) to open its defence.

Peter Obi React to Proposed %114 salary Increment of President, Vice and governors

The presidential candidate of the Labour Party in the 2023 general election, Mr. Peter Obi has reacted to the proposed increment of the salaries of elected office holder, Judicial and public officers by the Revenue Mobilisation, Allocation and Fiscal Commission.

On Tuesday, Muhammad Shehu, chairman of  RMAFC said the salaries of politicians, judicial and public office holders will be increased by 114 percent.

But Mr. Obi in a series of tweets on Thursday, said this isn’t the appropriate time for such increment if at all it’s necessary.

Obi maintained that at a time the reform policy of the government has increased living cost astronomically, one would have expected the leaders to focus on cutting the cost of production and seek for productive ways of pulling many out of poverty.

I learnt with great reservation, the approval of a 114% increase in the salaries of elected politicians, including the President, vice president, governors, lawmakers as well as judicial and public office holders by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC). This is not the appropriate time for such salary increment if it is at all necessary.

We are living in a time when an average Nigerian is struggling with many harsh economic realities, and with over 130 million Nigerians now living in poverty. This is a moment when recent reform measures by the government have increased living costs astronomically.

“One would expect the leaders and public officeholders to focus on cutting the cost of governance, alleviating the sufferings of Nigerians. This moment calls for creative ways of pulling the majority out of poverty.

“In the immortal words of Shakespeare’s Julius Ceaser, “What touches us ourself shall be last served.” The leaders, therefore, should prioritize what affects the masses and those on the lower strata of society over themselves.”

The Labour Party presidential candidate who’s at the tribunal seeking to upturn the election of the incumbent president, Bola Tinubu said the increment should be reversed immediately.

“The sacrifice, at this time in our nation, should be borne by the leaders. The increment should be reversed immediately, and the savings should be devoted to fixing education, healthcare and poverty alleviation especially in the remote rural areas.”

I Will Jail Ganduje For His Dollar Transactions — Kano anti-corruption czar

The chairman of the Kano State Public Complaints and Anti Corruption Commission, PCACC, Muhuyi Rimingado, has vowed to reopen probe into into video clips showing the former governor of the state, Abdullahi Ganduje, allegedly receiving a bribe from a contractor.

Governor Abba Yusuf on Wednesday reinstated Mr Rimingado after he was suspended from office by Mr Ganduje’s administration after opening investigations into contracts allegedly awarded to companies linked to the former governor’s family.

In October 2018 videos showing the then governor of Kano State stuffing wads of dollar notes, believed to be kickbacks from contractors, into his pockets went viral.

But while speaking during an interview with DCL Hausa on Wednesday, Mr Rimingado said he would investigate the former governor and redouble his effort in the fight against corruption in the state.

“I’m happy that the state government has complied with the court order and asked me to return to office. I’m happy with the kind of goodwill and congratulations trailed my reinstatement. It means people are happy with what we have been able to achieve in the past, and I would make sure we put in our best.

“As I said before my suspension, we are investigating the video, and when my reinstatement was announced, I also declared that we will continue from where we stopped. All the cases that people thought would be swept under the carpet will be revisited by God’s grace,” he said.

He also disclosed that despite some setbacks encountered in the past, he would not rest on his oars in getting rid of corruption in the state.

“Nothing will hinder the fight against corruption, we’ll build on the success recorded before my suspension, because there are a lot of expectations on us and we can’t afford to disappoint.

“And in the past, we didn’t prosecute people much because we adopted the carrot and stick approach. But I have learnt some experience during my suspension, and we will make some changes.

“Although I didn’t regret any of my actions, I’m aware that fighting corruption is not easy. So I won’t relent. until we get rid of corruption in the system,” he added.

You Must Give Us Appointments- Tinubu Support Groups

An amalgamation of support groups across Nigeria’s 36 states under the aegis of G36 Renewed Hope Support Group has called on President Bola Tinubu to compensate them with board appointments.

To underscore their frustration, the support groups said their members stole and borrowed money to oil the campaign wheels of Mr Tinubu.

“Your Excellency, you are a grassroots politician, so you are aware of all we must have passed through during the election. Many of our support groups borrowed, begged, indirectly stole and sold our properties to ensure victory for you at the poll,” stated the groups in Lagos on Wednesday at a press conference. “On this note, we are speaking in one voice, appealing to you that we deserve to be compensated.”

The group’s leader, Samson Bilesanmi, noted that “we know we cannot all be your ministers, special assistants, or chief of staff, but you can appoint us into federal boards and agencies which are over 200 in number.”

It went further to call the president’s attention to how the earlier amalgamated support groups disappointed them, urging Mr Tinubu to disband them.

“Your Excellency should dissolve the amalgamated and replace it with another name,” stated Mr Bilesanmi. “This is because anything given under that umbrella would be cornered by few individuals who could not account for millions given to us during the campaign.”
