The Alaigbo Development Foundation Governing Council has advised Ndigbo across the globe to get prepared for a diplomatic battle to restore an Autonomous Igbo Natio within or outside Nigeria.In a communique issued at the end of her Council meeting which lasted for hours yesterday in Enugu, ADF announced that ADF is not interested in 2019 election but a renegotiated Nigeria.The detail of the communique signed by Prof Uzodinma Nwala,Prof Nath Aniekwu and Prof Elo Amucheasi reads ”’The meeting, received and discussed report of the ADF official delegation to United States of America, last month, led by ADF President, Prof Uzodinma Nwala which included ADF participation at the World Igbo Congress Convention in Nashville, Tennessee, and several meetings with Igbo communities and organizations in many cities in USA.
Discussions on the State of the nation, the 2019 General Elections, the current Igbo national struggle for self-determination, the youth unemployment and youth empowerment, the continuing and ever widening military occupation of Igboland and the urgent need for Igbo Homeland Security, among other issues, took the center stage.
Following extensive deliberations on the above matters, the following resolutions were reached:
1. The Council noted with full satisfaction the achievements of the ADF official delegation to USA, especially the bond of unity and synergy between ADF and Diaspora Igbo organizations in USA that has been cemented in the struggle for the restoration and development of the Igbo Nation.
2. The Council noted with delight, the full endorsement of the “Enugu Re-affirmation of Igbo position on the future of Alaigbo as well as the Nigerian Federation” in view of the fact that President Muhammadu Buhari had dismissed the Awka declaration as ‘personal agenda’.
3. ADF Council endorses the call by the Chicago Forum for an urgent IGBO GLOBAL SUMMIT in Chicago and pledges its full support for all measures needed to actualize the Summit.
4. The ADF Council discussed and approved the 2018 Amended Constitution of the Alaigbo Development Foundation (ADF) and directed the ADF International Working Committee to carry out the necessary editing of the text and forward same to the forthcoming ADF Congress to be held early next year.
5 With regards to the state of the nation, the Council noted with grave concern the high level of mass poverty, total infrastructural decay, progressively expanding youth unemployment in Alaigbo in particular and the Country in general. The unending mass genocide, maiming, rape and killing of our women, destruction of homes and properties, displacement, occupation and renaming of indigenous non-Muslim communities, especially in the North Central states of Plateau, Taraba, Southern Kaduna, Benue, Nassarawa and Zamfara, as well as the general insecurity caused by the nefarious and murderous activities of Boko Haram and Fulani Herdsmen Terrorists with tacit support of the Federal security forces are all pointers that the country is dangerously, irreversibly heading to disintegration.
6. ADF’s position that the 2019 General elections is already being packaged as a fraud, as the outcome is pre-determined only waiting for public announcement. This has been vindicated by the recent shows of shame that were tagged Ekiti and Osun gubernatorial elections and the Party primary elections as conducted by APC and APGA.
These developments under President Buhari and his APC Government have attracted worldwide condemnation and have erased the little growth of democracy achieved between 1999 and 2015. The ADF Council further noted the massive under-aged voters registration in the north, the unchecked influx of foreigners from the Sahel region, the frustrations eligible voters encounter during registration and collection of PVC in the South East, South-South and Christian areas in the North central regions, the ongoing killings and displacement of indigenous communities in the Middle Belt Region as well as fortification of military occupation and secret relocation of released Boko Haram fighters to the South East and South-South were the earliest signs.
7. The Council noted with regret the continuing reign of impunity, open violation of the Constitution and laws of the land and utter disregard of Court decisions and Orders in the conduct of the country’s affairs. The open intimidation, emasculation, desecration and demobilization of the National Assembly and Judiciary are a clear pointer that dictatorship has overrun democracy in the polity of the Federal Republic of Nigeria, and that the center can no longer hold. The climax of this is exemplified by the Chairman of the ruling party, APC ‘inadvertently’ publicly barring his mind on the ideology of his party by saying that “those who cannot undergo the pains of rigging should not venture into politics”.
8. The Council once more declares that the above predicaments facing the Federation is deeply rooted on the impunity with which the various nations that make up the federation were amalgamated in 1914; without their consent and the instrument of governance, the fake 1999 Constitution imposed on the peoples of this Country with military fiat, which begins with an open lie; “We the people”, when the people never formulated and endorsed it.
ADF sees no solution to the endemic crises rocking the Federation through the forthcoming 2019 Election. Therefore, the Council of Alaigbo Development Foundation (ADF) calls for a properly constituted political Conference of all ethnic nationalities for a new Federal Union Constitution that recognizes the rights to self determination of the constituent nations.
9. ADF, therefore, calls upon Ohaneze Ndigbo, Afenifere, PANDEF, and Middle Belt Forum and all other socio-cultural organizations of the indigenous peoples of this country who are truly fighting for the emancipation of their people to urgently move beyond rhetoric and come up with clear, time-bound action plan for achieving the much talked about restructuring in the next few months left before the so-called elections. ADF is ever ready to co-operate with such bodies for the common goal of the oppressed peoples of this nation.
The ADF and most other major pan-Igbo organizations have already declared that nothing short of recognizing Alaigbo as AN AUTONOMOUS REGION in a New Federal Union can guarantee the continued participation of Alaigbo in any political union with her neighbors in the present Nigerian Federation.
10. The Council commends Ndigbo in the United States for acknowledging their responsibility to actively participate in the urgent task of Igbo, Self-determination and self-reliance. The Council therefore calls on all Umuigbo across the world to join this struggle by making contributions in material, intellectual, diplomatic and moral support to ensure the survival of the nation presently trapped in an unworkable Nigerian Federation.
Similarly all pan-Igbo and Biafran self-determination groups are urged to imbibe the spirit of unity of purpose with one another while applying diverse positive methodologies in their operations, as this is one of the cardinal Igbo philosophy that ensures her victory.

11. All Ndigbo in Diaspora are enjoined to embrace the ADF message of Aku–Ruo-Ulo as well as Igbo national integration which are pivotal for the rapid restoration of the economy of Alaigbo as it is only Ndigbo that can develop our Alaigbo.
12. As one of the ways to reduce massive unemployment of our teaming youth, the various state Governments in Alaigbo, Ohaneze, various Pan-Igbo Organizations and Ndigbo in the Igbo Diaspora are requested to come together with ADF to activate farming programs that saw to the survival of Biafrans during the Genocidal War of 1967-1970; the Land Army Farm Program. Similarly, the great Agricultural programs initiated by Dr Michael Okpara need to be activated urgently. The large palm plantations, cocoa, cashew, rubber and other plantations of the Okpara era need to be urgently reactivated. This will help also in addressing the urgent physical and food security needs of Alaigbo.
13. ADF, however, noted that this program cannot succeed with the ravenous impunity of herdsmen who have invaded our communities, grazing on our crops, maiming, kidnapping for ransom and killing of villagers in their farm lands. Thus, ADF urges all the State Governments in Alaigbo to pass, if they truly care for the people, the Anti-Open Grazing Bill which ADF had tabled before all the Houses of Assembly several months ago. This bill will ensure that both the Cattle herdsmen operate in an atmosphere of peace and within law for the prosperity of Alaigbo. In this regard ADF congratulates the Abia House of Assembly for passing the Bill and call Governor Okezie Ikpeazu to sign the bill without futher waste of time.
14. Finally, all Ndigbo and the various Governments in Alaigbo are enjoined to close ranks and tackle the Homeland security needs of our people.
Those in government are to serve the people, they are there to render service to the people, but what is obtainable in Nigeria is a direct opposite of service oriented leadership.
Nigerian leaders in government and position of authority uses government apparatus as instrument of intimidation and humiliation of the citizens.
They have made themselves Lords and Emperor over the people, they see themselves as untouchable and above the law.
That tradition and culture of primitive accumulation of public wealth into personal use must come to an end, we the people are the government and we shall bring those rouges to their knees.
It is time for a revolution, a political revolution that will usher in a new leadership order that will be people and service oriented.

Neither the failing APC nor the previously failed PDP can provide this level of leadership for our people”

Kingsley Moghalu is a Presidential Candidate of the Young Progressive Party (YPP).
The current document being paraded as the Constitution of Nigeria upon which governance, politics, and politicking are premised is a fraud and a charade. The last and the only people-generated, citizen-agreed, authentic, and genuine Constitution of Nigeria was terminated on January 15, 1966. From that date till 1975, Nigeria was ruled by military decrees until the late Murtala Muhammed contracted to Prof Ben Nwabueze the writing of what later became the 1979 Constitution, which was basically a conversion of the various military decrees into a supposed Constitution. After the short-lived democratic period of 1979 to 1983, came another military era which culminated in the production of decree #24 through which Abdulsalami Abubakar contracted the writing of the 1999 Constitution to Prof. Auwalu Yadudu. Therefore, from 1966 till date, Nigeria has never had a Constitution that was made, enacted, and given by the people of Nigeria but rather impositions of one-man written documents packaged as “Federal Constitution.” The worst is the 1999 Constitution for which the following eleven grievances presuppose a rejection of that Constitution and everything that is associated with it.
Grievance #1: LYING IN THE PREAMBLE OF THE CONSTITUTION
The preamble to the Constitution started with the statement; “We the people of the Federal Republic of Nigeria”. This is not only a lie but an outright falsehood that gives the impression that the entire people of Nigeria participated in the making of that Constitution. A more outrageous statement can be found in the ending paragraph of the preamble which stated that the people of Nigeria “Do hereby make, enact and give to ourselves the following Constitution.” Put in another way, Abdulsalami Abubakar and his client, Prof. Auwalu Yadudu, committed forgery by claiming that the people of Nigeria were participants in the making of that Constitution.
Grievance #2: LYING ON THE INDIVISIBILITY, INDISSOLUBILITY, AND “FEDERATION STATUS” OF NIGERIA
There was no time during the writing of the Constitution that Abdulsalami Abubakar or Prof Auwalu Yadudu conducted a Referendum or Opinion Poll to conclude that the concept of Nigeria is indivisible and indissoluble. Throughout that Constitution, there is no portion where the GPS or longitude and latitude of the territory called Nigeria were clearly defined. So, how can anyone reading the Constitution know the exact boundaries of Nigeria with other countries? This claim of indivisibility and indissolubility is further rubbished by the judgment of the World Court on October 22, 2002, which ceded Bakassi peninsula to the Cameroons. The 2011 amendment of the Constitution never addressed the distortion of the territory of Nigeria by this court judgment. Yet, Section-2(1) copiously stated that Nigeria shall be indivisible and indissoluble when in actual fact, a part of it has been removed without Constitutional amendment to recognize the removed portion.
The claim in Section-2(2) that Nigeria shall be a Federation is false because a Federation is a union of Constitutions. Hence Nigeria was a proper Federation up till January 15, 1966, by virtue of the union of four Constitutions (one from each region plus the Federal Constitution). With a unitary Constitution written by one man, it is an outright falsehood to claim that Nigeria shall be a Federation.
Grievance #3: THE CONSTITUTION ABSOLVES GOVERNMENT OFFICIALS FROM COURT PRONOUNCEMENTS ON ANY ACT OF NEGLIGENCE OR CRIMINALITY
In a people-oriented Constitution, those in government are held accountable by same Constitution. However, in the case of the Prof Auwalu Yadudu-written Constitution of Nigeria, Section-6(6c) legally absolves government officials of any wrongdoing or negligence while in office. Meaning that those in government can misuse their positions and the assets of the country and will still be protected by the Constitution courtesy of this section.
Grievance #4: UNFETTERED AND UNCONTROLLED ACCESS TO THE TREASURY BY THE EXECUTIVE BRANCH AT FEDERAL AND STATE LEVELS
The Prof Auwalu Yadudu-written Constitution of Nigeria effectively handed over the keys of the treasury to the executive branch at the federal and state levels of governance. This was done through appropriation provisions in Sections 81, 82, 121, & 122 of the Constitution. In doing so, the executive branch continues to fleece the citizenry of their commonwealth with constitutional cover and protection. No wonder those aspiring to elective and appointive positions spend money like a drunken sailor, keeping in mind that they will recover same and even more because of this unfettered access and control of the treasury while enjoying Constitutional immunity.
Grievance #5: DISPROPORTIONATE CREATION OF 36 STATES IN FAVOUR OF NORTHERN REGION
A total of thirty-six states were created using military decrees and this was done exclusively by Northern military officers of the Nigerian Army namely Yakubu Gowon (12 states), Murtala Mohammed (7 states), Ibrahim B. Babaginda (12 states), and Sanni Abacha (5 states). In all these state creations, the creators made sure that more states are created in the Northern region than the entire Southern region even though the money that sustains the country comes from the Southern region. Hence there are 19 states in the Northern region and 17 in the Southern region. What this means is that money generated from the Southern region will be used to sustain the states in the Northern region.
Even though Abdulsalami Abubakar did not create any state, the Prof Auwalu Yadudu-written Constitution of Nigeria made matters worse by appropriating to the Northern region; 401 Local Government Areas (LGA) out of 774, 58 Senate seats out of 109, and 191 House of Reps seats out of 360. This Constitution also stipulates at least one mandatory ministerial slot for each state, meaning that the Northern Region, by default, must have a minimum of 19 ministers. It is also worthy to note that 13 out of the 16 topmost military institutions in Nigeria are located in the Northern region and the remaining 3 are all located in Lagos.
This disproportionate allocation of states, LGA’s, and allied political seats/positions was ratified in Section-3, Section-48, Section-49, and Schedule-1(Part-I & Part-II) of the Prof Auwalu Yadudu-written Constitution of Nigeria. Please note that the Northern region relies so much on this disproportionate number of states to wield influence when it comes to Constitutional amendment as stipulated in Section-9 of the Constitution.
Grievance #6: REVENUE ALLOCATION & SHARING SKEWED AGAINST THE SOUTHERN REGION IN FAVOUR OF THE NORTHERN REGION
There is no arguing the fact that Southern Nigeria is responsible for generating all the money coming into the coffers of the Federal Government of Nigeria. In particular, the South-south and South-east geopolitical regions generate over 90% of the income through the exploration and sale of oil and gas products. On the contrary, these two regions receive the least amount of money from the Federal purse because of the Prof Auwalu Yadudu-written Constitution of Nigeria. In Section-162 of the Constitution, the criteria for money sharing are; geographical size, number of LGA’s, and population density for each state. This means, for example, that Bayelsa state that produces so much in oil and gas will receive far less amount of money than Kano or Sokoto state that contributes nothing in terms of revenue generation but each of these two states is greater than Bayelsa state in terms of size, number of LGA’s, and population density.
Grievance #7: CREATION OF 68-ITEM EXCLUSIVE LIST
Without the consents of the citizens of Nigeria, Prof Auwalu Yadudu expropriated 68 items from the natural owners to the Federal Government under Section-4(2) with a detailed listing of those items in Schedule-2(Part-I) of the Constitution. By virtue of these 68 items on the exclusive list, the Federal government effectively stripped the owners of the resources of their rights to explore, exploit, and manage the sales of these resources. It also deprived the state governors of the ability to provide adequate policing and security of the citizens within their states. Because of this exclusive list, certain developmental projects and infrastructural initiatives cannot be embarked upon by either the state government or even private organizations as doing so will be going contrary to constitutional provisions. This has left the states, communities, and individuals poorer, grossly depraved, and underdeveloped.
Grievance #8: BLANKET IMMUNITY TO THE PRESIDENT, STATE GOVERNORS, AND THEIR DEPUTIES AS WELL AS THOSE WHO COMMITTED HEINOUS CRIMES BETWEEN 1966 AND 1999
The Prof Auwalu Yadudu-written Constitution of Nigeria provided a blanket legal and prosecutorial immunity to the President, his vice, and the 36 state governors and their deputies while they are in office as stated in Section-308. To protect those who were in government in the past, Section-6(6d) gave another blanket immunity from legal action for those who looted the treasury as well as those who committed genocide and other heinous crimes between January 15th, 1966 and May 29th, 1999. Therefore, it is not surprising why genocidists like Yakubu Gowon, Ibrahim Babangida, Olusegun Obasanjo, Abba Kyari, Muhammadu Buhari, and Theophilus Danjuma are walking freely today without repercussions on their murderous pasts.
Grievance #9: MEDIOCRITY-SUPPORTING FEDERAL CHARACTER AND QUOTA SYSTEM
Mediocrity is entrenched in the lives of citizens by the Prof Auwalu Yadudu-written Constitution of Nigeria through the establishment of Federal Character Commission as stipulated in Section-153(1c). Other constitutional provisions that engender mediocrity and dismal performance include Sections 14(3), 84(4), 223(1b), etc. This inherent support for mediocrity by the Constitution accounts for the lack-luster performance in governance and other aspects of national lives. It is a well-known fact that different admission and hiring criteria are used for different regions of the country. Specifically, standards and criteria are lowered for those from the Northern region while those from the Southern region require very stringent and higher standards for the same situation.
Grievance #10: ACKNOWLEDGMENT AND ELEVATION OF LAND USE DECREE/ACT OVER AND ABOVE THE CONSTITUTION
The Land Use Decree was promulgated in 1978 by Olusegun Obasanjo and re-baptized as Land Use Act in the Prof Auwalu Yadudu-written Constitution of Nigeria. Whereas every law is required to be subordinate to the Constitution as noted in Section-315(1), the Land Use Act is one of the four Laws that are exempted from this subordination as stated in Section-315(5). This Land Use Act has made it possible for Government at Federal and State levels to access and use any land they deem fit in Nigeria and may or may not pay any compensation to the natural owners of such lands. It is this Land Use Act that the Caliphate-controlled Federal government of Nigeria is relying upon to forcefully create grazing routes and cattle colonies in any and every part of Nigeria.
Grievance #11: OATHS OF ALLEGIANCE/OFFICE THAT HANDCUFF THOSE IN POWER FROM DOING THE RIGHT THING
The Prof. Auwalu Yadudu-written Constitution of Nigeria ended with an oath of allegiance and oath of office for all public office holders. The common thread on both oaths is the undertaking by the oath-taker to preserve, protect, and defend the so-called Constitution. Therefore, irrespective of the inherent errors and intended lopsidedness (skewed in favour of the Northern region) of the Constitution, the oath-taker must comply and obey the fraud. For instance, because of the contents of the oaths, state governors are handicapped and helpless in the face of deplorable conditions of the infrastructures in the Southern regions which are on the 68-item exclusive list because the Caliphate-controlled Federal government does not care about the maintenance of such infrastructures and the Constitution bars these state governors from doing anything on any of the items contained in exclusive list.
In conclusion, the Prof Auwalu Yadudu-written Constitution of Nigeria is so fundamentally flawed that the best solution is total repudiation and rejection. A truly Federal Constitution is generated, written, enacted, and agreed upon by the citizenry and NOT written by one man as in the cases of Prof. Ben Nwabueze (1979 Constitution) and Prof Auwalu Yadudu (1999 Constitution). For those from the Southern region of Nigeria who still daydream on improving this Constitution by way of amendment, I advise them to read Section-9 of the Constitution in order to understand how impossible it is to achieve any amendment when such amendment is not in the interest of the Northern region (see Grievance #5). Let me remind those who are working tirelessly to convince people to obtain their permanent voter’s card (PVC) and to participate in the INEC-controlled electoral processes, that at the end of it all, whoever comes to power at any level of governance must subscribe to Schedule-7 of that Prof Auwalu Yadudu-written Constitution of Nigeria. The day we reject and throw into the trash, the Prof Auwalu Yadudu-written Constitution of Nigeria shall be the day our problems will be over and a new glorious dawn shall begin for the various constituent nations that make up the British-created criminality and contraption called Nigeria.
Dr. Okenwa Nwosu perfectly captured it in his treatise by stating that “for Nigeria, the first order of business in Restructuring things is to trash the forged and imposed 1999 Constitution and ask stakeholders, who are the true owners of Nigeria, to first agree to continue together or separately and thereafter craft a brand-new constitution to clarify the agreed path forward.”
The Movement of Biafrans in Nigeria has issued a statement suspending her Media Director for issuing a damaging public statement without due consultation.In a statement personally signed by MOBIN Chairman-Barr Emeka Emekesiri,the suspension takes immediate effect.The statement reads in full ‘the MOBIN GOVERNING COUNCIL consisting of the Chairman, Director General and all Directors of MOBIN are embarrassed to read the following news report:
“The political arm of the Biafran struggle, the Movement of Biafrans in Nigeria (MOBIN) has hinted that Alhaji Atiku Abubakar will get the full support of agitators and those who believe in the struggle. The disclosure was made by the Group’s Director of Media and Mobilization, Comrade ThankGod Ofoelue.”
The Governing Council did not give any approval for such a weighty political statement to be made on behalf of MOBIN. We see the publication as reckless and damaging to the image of MOBIN. Consequently, I hereby suspend Mr. ThankGod Ofoelue from holding the office of the MOBIN Director of Media forthwith. This suspension takes immediate effect. Signed: Emeka Emekesiri, Esq. Chairman.

About N3.6 million stolen bank money in Enugu has reportedly disappeared in a police custody.
A member of the MOPOL guarding a bank at Nsukka area of the state was said to have recovered the money from a newly recruited security man by the bank.
The state police commissioner, Mohammed Danmalam, said he would investigate the matter Emerging reports have claimed that about N3.6 million out of over N8 million recovered from a suspected thief has allegedly disappeared in Enugu state police custody.
Reports have it that the state police commissioner, Mohammed Danmalam, said he would personally investigate the matter.
“I will investigate the matter and give you feedback please,” he said through a text message.
